RFP: 102025 Open-End Contracts for Professional Services
Indiana University of Pennsylvania, Slippery Rock University of Pennsylvania and
Pennsylvania Western University, which consists of campuses located at California, Clarion, & Edinboro, intends to contract to have a number of firms available to perform a variety of design professional services for the following:
• Architectural Firms
• MEP Engineering Firms
• Site Civil Firms
• Structural Engineering Firms
• Civil and or Environmental Firms
• Specialty Roofing Design Firms
• Special Inspections & Structural Inspection Firms
Related to the construction, demolition, repair, renovation, alteration, and analysis of Campus buildings’ structure, systems, infrastructure, landscape and hardscape elements.
Firms must be capable of providing services one or all of the above campuses.
This RFP provides interested professionals with sufficient information to prepare and submit their firm’s capabilities for the services desired by the University. The professional services include planning, feasibility study, design, bid document preparation, bid participation, construction administration and closeout responsibilities.
Services shall be performed as described by the PA State System of Higher Education (PASSHE), or Commonwealth University policies and procedures, governing design and construction projects. Services include, but are not limited to the appropriate architectural, engineering and consulting disciplines described in the RFP.
The University encourages responses from small diverse businesses, and firms, which have not previously worked for the above referenced Universities or Pennsylvania State System of Higher Education, and will consider joint ventures, which will enable these firms to participate in University professional services contracts.
Firms that currently hold existing A/E Open End contracts with PASSHE for ARCH-2023 and ENG-2023 are not eligible to participate in this RFP.
A pre-proposal virtual conference will be held on Tuesday, October 21, 2025, at 2pm. Attendance at the pre-proposal conference is not mandatory. Please email Tim Evans at tevans@passhe.edu to receive an invitation to the pre-proposal conference by Monday October 20, 2025 at 4pm.
Electronic Proposals are due no later than 2pm on November 25, 2025, through PennBid located at https://pennbid.bonfirehub.com.
The Bid package is available at no cost via PennBid at https://pennbid.bonfirehub.com/ In order to submit a proposal, interested bidders need to register with PennBid.
Registration is a free process that takes only a few minutes. Once registered, bidders may obtain all solicitation documents, receive notification of solicitation updates, and submit and update their confidential bids online.
Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
PennBid provides bid privacy, security and supplier confidentiality, while streamlining the overall procurement process. Although all solicitations are available for public viewing, interested suppliers need to register to be able to submit a bid.
