Description

I. INTRODUCTION
Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to support the fabrication and delivery of Aluminum Water Tanks.

II. REQUEST
BEA is seeking qualified firms to compete for the fabrication and delivery of aluminum water tanks
. Qualifications of prospective offerors include:
• Experience with the fabrication and welding of Aluminum.
• Experience with the fabrication of water retaining vessels
• Experience working with BEA
As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that may require detailed technical and price proposals be provided for evaluation and ranking under a source selection process. Based on the responses to this EOI, BEA will determine the source selection process.

A. Procurement of materials and accessories, to fabricate 23 aluminum water tanks; in the following quantities and approximate sizes.

C. Qty. 4 @ - 56.75” W x 49” L x 199” H
D. Qty. 5 @ - 49” W x 49” L x 199” H
E. Delivery and offloading of Water Tanks at INL site

VI. SUBMITTAL
Interested offerors are requested to provide expressions of interest to the undersigned by close-of business on Jan 16, 2026. Included must be sufficient written information confirming the responder’s qualifications that addresses each of the following criteria:
• Estimated maximum lead time for required materials.
• Estimated manufacturing duration for each size of tank.
• Estimated manufacturing duration for all 23 tanks.
• Experience with aluminum fabrication and welding
• Experience with fabrication of water tanks.
• Capability to meet applicable safety, regulatory and code compliance as listed.
• Agreement to have a quality program that is consistent with the guidelines of ISO 9001-2015 and
ANSI/ASQC C1-1996 General Requirements for a Quality Program
Note that responses must be no more than 20 pages in length. Only potentially qualified offerors, as
determined by BEA, will receive the RFP for the project.
