Print Bid Title: Request for Proposal - CDBG Grant Administration & Completion of HUD Approved Environmental Review Category: City of West Fargo RFP Status: Closed Description: The City of West Fargo, ND, is seeking a qualified Consultant to complete a 5-year HUD approved Environmental Review as outlined in 24 CFR 58. BACKGROUND Housing Authority of Cass County (HACC), along with Beyond Shelter, Inc. (BSI), is looking to construct 2 (two) apartment complexes to be located at 2500 6th Street East, West Fargo, ND 58078 (Project Site). This project will be completed in two phases: 1. Phase 1 – approximately 35 units anticipated construction date of Spring 2025 with anticipated completion date of Fall of 2026 2. Phase 2 – approximately 36 units anticipated construction date of Spring 2026 with anticipated completion date of Fall of 2027 In order to raise funding for this project, the HACC will begin the disposition of 40 Public Housing Units located in Casselton, ND (2 different locations). State Community Development Block Grant (CDBG) funds will be used to purchase the land. HOME funds and Housing Trust Funds are being applied for as well. The HACC will also use Project-Base Vouches as follows: Phase I = 20 PBV’s and Phase II = 20 PBV’s. The PBV’s will come from a combination of Tenant Protection Vouches received from the Public Housing disposition and from the HACC’s Section 8 budget authority SCOPE OF SERVICES/PROJECT DELIVERABLES 1. Determine the level of Environmental Review (ER) required according to 24 CFR 58 et seq for the disposition of properties and for the proposed project site listed above. 2. Complete the appropriate level of review. 3. Submit completed ER to City for authorization. 4. ER is submitted to HUD for approval. 5. After a review from HUD, any incomplete or areas not approved by HUD will require the Consultant to correct for resubmission. 6. Assist in completing a full CDBG Application. 7. Would process all CDBG draw/cash requests. 8. Would assist in closing out the CDBG Grant once the CDBG National Objective has been met. PROPOSAL LETTER Please include the following information in a letter when submitting a bid for this RFP. A. Statement of Qualifications Provide a narrative statement describing the Consultant and its primary business line. Describe the project team. Illustrate the lines of authority and designate the individual(s) responsible for the completion of each component and deliverable of the RFP. Provide a list of each person who will actually work on the project B. Experience Provide a narrative detailing knowledge with HUD’s Environmental Review process and describing prior experience developing ER. Provide a list of similar projects undertaken in the last five (5) years, the name of a reference with knowledge of the firm's performance. C. Statement of Work Provide a detailed work plan describing the methodology that will be used to develop the Environmental Review. The work plan should include a detailed plan for consultation and public participation and a schedule of work/timelines for major activities and processes. SUBMISSION & GENERAL INSTRUCTIONS 1. Proposal submissions shall include: a) Proposal Letter (including statement of qualifications, experience, and statement of work, as outlined above) b) Cost Proposal (in separate sealed envelope attached to submission) 2. The City of West Fargo reserves the right to waive irregularities, to reject any or all submissions, to re-solicit submissions, and to negotiate with selected respondents if such action is deemed to be in the City’s best interests. 4. The City of West Fargo retains the right to negotiate modifications to all submissions. 5. No reimbursement will be made for any costs incurred in responding to this request. 6. No member, officer, or employee of the City of West Fargo, its governing body or of any local public body having jurisdiction within the City of West Fargo’s service area, shall have any interest, direct or indirect, in any resultant contract or the proceeds thereof. 7.
