Improvements to the existing stormwater management basin located on private open space off Farmingdale Lane in the Morningside Subdivision and downstream drainage channel improvements located on an adjacent private property. Work will include erosion and sediment control measures, temporary bypass pumping, stockpiling of existing rip-rap, removal and disposal of existing sediment, construction of rip-rap forebays and low-flow channels, raising of embankment and spillway, installation of downstream channel energy dissipater, modifications to concrete outlet structure, construction of junction box and outfall pipe, placement of topsoil and erosion control matting, seeding, and removal of erosion control measures in accordance with the contract specifications and drawings. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until 2:00 p.m. August 28, 2018, when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Morningside Basin Retrofit and Channel Improvements,” Contract 2017-29, Bid No.: 18-1823. Plans and Specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749, on and after July 30, 2018 upon payment of $50.00 (non-refundable). Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. DELAWARE WATER POLLUTION CONTROL REVOLVING LOAN FUND This project is funded by a CWSRF loan from the State of Delaware Department of Natural Resources & Environmental Control. Contractors/subcontractors must comply with President’s Executive Order No. 11246 which prohibits discrimination in employment regarding race, creed, color, sex or national origin. Contractors and subcontractors are also required to pay the minimum wages to laborers and mechanics as determined by the State of Delaware Department of Labor and/or the U.S. Department of Labor and report payroll information to the State of Delaware and New Castle County. The applicable wage rate decisions are contained in the specification. PREBID MEETING There will be a pre-bid meeting at 2:00 p.m. on August 09, 2018 in the General Meeting room of the William J. Conner Bldg, 187-A Old Churchmans Road, New Castle, DE 19720. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category “B” Site Work and “D” Drainage Works. Prequalification forms are available from the Public Works Contracts Officer in the William J. Conner Building, telephone 302-395-5749. Prequalification applications/updates for this project must be received by the Public Works Chief of Project management, 187-A Old Churchmans Road, New Castle, De 19720 by August 01, 2018.
