Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

Department of Homeland Security, Immigration and Customs Enforcement (ICE), on behalf of the Office of Enforcement and Removal Operations (ERO), intends to negotiate a sole-source contract for detention and facility management services at Camp East Montana with Amentum Services Inc. The requirement entails the immediate provision of secure housing, medical care, transportation, and compliance with ICE National Detention Standards 2025. This action is necessary to maintain uninterrupted detention operations following the termination of the incumbent contract, ensuring ICE’s statutory mandate for the custody and removal of individuals subject to immigration proceedings.

The sole source procurement will be conducted under the authority of 41 U.S.C. 3304(a)(1) – RFO 6.103-1 (Only one responsible source and no other supplies or services will satisfy agency requirements), to:

Amentum Services Inc.

4800 Westfields Blvd., Suite 400

Chantilly, VA 20151

Amentum Services Inc. will provide comprehensive detention and facility management services at Camp East Montana, including secure housing, medical care, transportation, and compliance with ICE National Detention Standards 2025. The contractor must demonstrate the capacity for rapid operational transition and sustained adherence to all regulatory and performance requirements, thereby safeguarding public safety and supporting national enforcement priorities. The proprietary nature of the facility’s infrastructure, including housing units, generators, and food service equipment, precludes competition as no other vendor possesses the necessary rights or operational control to provide uninterrupted services at this location.

The place of performance is Camp East Montana, Fort Bliss Texas.

This action will result in a letter contract for an estimated period of performance of 180 days.

This is not a request for proposals. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes.

Phone calls will not be accepted. The point of contact for this action is through email: oaqdcr@ice.dhs.gov

Interested parties may express their interest and provide a capabilities statement no later than March 12, 2026, at 11:00 AM ET. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

FAQ

How do I use the Market Snapshot?

It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.

Is the data live?

The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.

What do P10 and P90 mean?

P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
