***NO QUESTIONS WERE RECEIVED BY DUE DATE 01/27/2026*** The California Department of Public Health, Office of Youth Tobacco Enforcement, is soliciting bids from qualified bidders to provide decoy volunteers, between 15-20 years of age, to work with the Office of Youth Tobacco Enforcement to perform underage tobacco buys throughout the State to enforce both State and Federal tobacco laws. The Office of Youth Tobacco Enforcement is a law enforcement agency that is the primary agency in California responsible for enforcing the STAKE Act (CA BPC 22950-22964). The STAKE Act attempts to prevent tobacco products from being sold to anyone under 21 years of age through conducting underage-age tobacco buys at retailers selling tobacco products.
