Print Bid Title: Montpelier Housing Trust Fund Category: Planning Status: Closed Description: Montpelier Housing Trust Fund 2019 Request for Proposals The City of Montpelier is seeking proposals from area non-profit housing developers who are interested in utilizing HTF funds of approximately $110,000 for FY20. Award(s) shall be made on a competitive basis. Proposals shall be evaluated per the criteria outlined in the Montpelier Housing Trust Fund Guidelines, as amended by City Council November 28, 2018. A copy of these Guidelines may be obtained in the document library on the City’s web-site , or from the Department of Planning and Community Development. Priorities for Funding Priority in all awards intended for use in acquiring, constructing, rehabilitating or financing affordable housing shall be given, in the following order of preference, to projects where there is a strong likelihood that: Newly constructed or converted/rehabilitated housing that will result in a net gain in the number of affordable homes in the city; Housing will be affordable to persons with incomes below 80% of county median as determined by HUD; Fund monies for multi-family dwellings will make the home affordable to eligible households in perpetuity; If an award is made for homeownership, affordability shall be for a period of at least 15 years; In the case of awards for homeownership, the housing contains two or more bedrooms and can be occupied by households with children; The housing consists of accessory apartments for year-round residents. The housing increases opportunities for those in federally and state defined protected classes Proposals must be submitted to the Department of Planning and Community Development no later than Thursday August 15th at 5:00 p.m. Proposals must contain a detailed project or program description, a project budget, and outline how the project will meet the goals and objectives of the Guidelines.
