Print Bid Title: Community Development Block Grant Economic Development Program on Behalf of G O Logic LLC Category: Economic Development Status: Closed Description: G O Logic LLC, a Belfast-based business specializing in Passive House architecture and construction, is at the present time interested in seeking funding through the Community Development Block Grant (CDBG) Economic Development Program. This program can award grants of up to $250,000 that can be used by a business for capital and non-capital equipment, job training, and working capital. The business ultimately receiving the benefit of the grant must supply matching funds in at least a 2:1 ratio (for every dollar of grant funding received, the business must provide 50 cents of matching funds) and create one full-time equivalent position per $30,000 of grant funding received, with at least 51% of those new positions being taken by individuals from low-to-moderate income households (those being households making less than 80% of the county median income, scaled by household size, for the previous 12 months). G O Logic plans to apply for $240,000 in CDBG Economic Development Program funding; if awarded, GO Logic plans to use these funds to pay for the majority, if not the entirety, of: 1) two butterfly tables (tables that are used in manufacturing processes to more easily position and manipulate fabricated panels that may be otherwise unwieldly due to their size and/or weight); and 2) a specialized forklift (to efficiently and safely transport these fabricated panels around their production area). These equipment acquisitions will contribute to the outfitting of G O Logic’s new combined office and production facility located in the Belfast Airport Business Park on Little River Drive. G O Logic will be required to provide (at least) $120,000 in matching funds and also create eight full-time jobs within 12 months of grant award notification, with at least five of them being taken by individuals from low- to moderate-income households. The City Council had previously authorized the submission of a letter of intent at their meeting of March 2nd, 2021; this letter of intent was accepted, and the City of Belfast was invited to submit a full application to this program, which is due this Friday, May 21th, 2021. The City of Belfast and G O Logic would expect to learn whether or not they had been selected for a grant during June of 2021, and the funds would likely be made available in July of 2021. As with many other CDBG programs, this one is expected to be quite competitive, as there is only a total of $1,200,000 that will be available for this program in 2021. PUBLIC HEARING NOTICE THE CITY OF BELFAST The City of Belfast will hold a Public Hearing on Tuesday, May 18th, 2021, as part of its regularly scheduled City Council meeting, which begins at 6:30pm on that date, at Belfast City Hall, 131 Church Street, Belfast, Maine, to discuss an application being submitted to the State of Maine CDBG program for an Economic Development Program Grant. The purpose of the grant application is to provide financial assistance to GO Logic LLC to allow them to purchase specialized business equipment. Public comments will be solicited at this Hearing and will be submitted as part of the application. All persons wishing to make comments or ask questions about the grant application are invited to participate in this Public Hearing. Persons wishing to participate in this Public Hearing will be able to by means of Zoom’s webinar feature, accessed via a website link to the City Council Zoom meeting; this weblink can be found on the City of Belfast’s website at www.cityofbelfast.org in its News Flash module, in advance of the meeting. When it is time for a person to have their opportunity to speak, the host will accept them into the meeting. There is no registration requirement in order to utilize Zoom’s webinar feature. In addition, for those who may be experiencing technical difficulties, there will be a phone number listed next to the website link that persons who wish to participate in the Public Hearing can call.
