Description

National Aeronautics and Space Administration (NASA) / Armstrong Flight Research Center (AFRC) has a requirement for the modification of a Boeing 737-73W aircraft (S/N 40116) to enable reduced gravity flight operations, including the following scope:

  • Feasibility assessment to determine the Boeing 737-73W’s suitability to perform reduced gravity missions.
  • Modify the aircraft cabin to support reduced gravity operations.
  • Paint the aircraft exterior to include NASA identifiers.
  • Perform all overdue scheduled maintenance tasks.
  • Provide disposition for full-life of all permanent modifications made during previous program.

NASA/AFRC intends to award a sole-source contract to Denmar Technical Services, Inc., which is currently providing aircraft modification services to S/N 40116, under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy the agency requirements.

The Government intends to acquire a commercial product or service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jenni Schnarr at jennifer.schnarr@nasa.gov and Melissa Newell at melissa.newell@nasa.gov not later than 11:00 AM PDT (Pacific Daylight Time) on Monday, April 13, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
