Elevation of three (3) homes privately owned in the Bay View Beach Section of New Castle County DE. Work will include four separate contracts for three houses. Contracts will be for the following: Contract #2017-06R3a will be for the elevation of the three homes approximately 10’ above grade. Contract #2017-06R3b will be for the installation of Helical piles for the three homes. Contract #2017-06R3c will be for the construction of concrete footings and piers for three homes. Contract #2017-06r3d will be for demolition of existing decks and stiars, disconnection of MEP services, reconnection of MEP services, instllation of steel beams, installation of insulation and protective crawl space ceiling, construction of new access wood decks and stairs and site work for three homes. The work for the Bayview Beach Elevation Project is located at 3 different locations along N. New Rd. and S. New Rd. in the Bayview Beach Subdivision Middletown, Delaware. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m. April 10, 2018 when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Construction for FEMA Flood Mitigation Grant For the Elevation of 3 Homes” Bid # 17-1700R3a, Contract NO.: 2017-06R3a“ for example Bid Documents, Plans and Specifications may be obtained by contacting Paul Lenher, at Pennoni at or by phone at 215 589-6012. Bidders will be provided an access site and password in order to download bid documents, plans and specifications. Bids are to be submitted in hard copy form only, no electronic bids will be accepted. Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject any and all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond or certified check, must be included with the Proposal. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. PREBID MEETING There will be pre-bid meeting at 10:00 a.m. on Tuesday, March 20, 2018 on site at 38 N. New Rd. Middletown DE, 19709, in the Bay View Beach Section. MBE/WBE PARTICIPATION Minority and Women Business Enterprises (M/WBE) will be afforded full opportunity to submit bids and will not be subject to discrimination on the basis of race, color, national origin, sex, religion, age or sexual orientation in consideration of this award.
