Description
The Treasury Common Services Center (TCSC) on behalf of the Office of Financial Research (OFR), 717 14ᵗʰ St NW Washington DC 20005, intends to contract with Morningstar Inc., 22 W Washington St Chicago, IL 60602, on a sole source basis for the purchase of Morningstar Subscription Data. There is no competitive vendor or regulatory agency that provides these datasets. The proposed Contractor developed and owns the propriety and patented hardware, software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition.
The Office of Financial Research (OFR), requires the use of Morningstar Subscription Data. The intent is to establish a contract to provide access to various Morningstar Subscription Data. In addition, other Morningstar products may be procured under this contract. This will greatly reduce duplicative administrative processes and allow data to be on-boarded more efficiently.
There is an immediate need to purchase Morningstar Direct data. Morningstar Direct is a cloud-based global investment analysis platform that unites Morningstar's data and institutional research, private and third-party content, rigorous analytics, and productivity tools. Direct's global data includes historical portfolio holdings, equities, separate accounts, hedge funds, ETFs, indexes,
and real-time pricing.
The period of performance for this award is anticipated to be one 12-month base period with four
12-month options:
Base Year: 05/17/2026-05/16/2027
Option Year 1: 05/17/2027-05/16/2028
Option Year 2: 05/17/2028-05/16/2029
Option Year 3: 05/17/2029-05/16/2030
Option Year 4: 05/17/2030-05/16/2031
NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.
Responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. TCSC will consider responses received by 04/23/2026 and time 10:00 AM Eastern Time. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-OFR-26-026/Attn: SA and KZ. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, TCSC will make award on a sole source basis to Morningstar, Inc.
Qualified Contractors must provide the following:
1. 3. Specific details of the product(s) that your company offers regarding this notice.
4. Whether your content is available through a Government contract vehicle or Open Market.
5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content.
