INVITATION FOR BID: MUSE SPRING WTP GATE AND FENCING PROJECT (WQ-CIP-26-07) The Western Virginia Water Authority (Authority) will receive sealed Bids for Muse Spring WTP Gate and Fencing Project at the Roanoke Regional WPCP, 1502 Brownlee Ave. SE, Roanoke, Virginia, 24019, until 11:00 A.M. local time on Thursday, April 2, 2026, at which time the Bids received will be publicly opened and read aloud. Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond. Code of Virginia § 2.2‐4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes. Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above. The Project consists of: Provide approximately 850’ in length of 6’ high commercial grade galvanized chain link fencing. One fifteen (15) foot wide double swing gate at entrance. One eight (8) foot wide double swing gate at the back side of property. Three (3) rows of barbed wire will be provided at top of fencing. There is also a section of existing fence that needs to be repaired. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. Prospective Bidders must examine and download the Bidding Documents at www.westernvawater.org under ‘DOING BUSINESS WITH US/Work With Us/Invitations to Bid’. All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, Joel Bostic (email Joel.Bostic@westernvawater.org ). A non-mandatory pre-bid conference will be held on Thursday, March 26, 2026 at 9:00 A.M. on-site at the Muse Spring Water Treatment Plant, 2135 Mount Pleasant Blvd. S.E., Roanoke VA 24014. Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service-disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
