Description

JSC intends to issue BPA calls for construction support and engineering services associated with facilities rehabilitation and improvements projects under the One Big Beautiful Bill Act. These projects include major improvements to the Central Heating and Cooling Plant, water main replacements, substation reliability/performance improvements, air handler replacements, a new consolidated engineering facility and other project still in development. The projects anticipated under One Big Beautiful Bill Act are highly complex construction projects requiring specialized knowledge and experience with JSC’s mechanical infrastructure, electrical infrastructure, and specialized regulatory requirements. Providing continuity to NASA with Procon’s engineering, quality assurance and project management support is necessary to successfully complete the new design and construction projects authorized by the One Big Beautiful Bill Act. Attempting to utilize any other contractor and transition support in the middle of design and construction would result in significant inefficiencies and increased risk of unacceptable delays. Procon and the other contractor would also need to expend additional resources to ensure coordination in a transition of services during middle of design or construction. This is infeasible due to the complexity and number of projects expected with the Once Big Beautiful Bill Act.
