Print Bid Number: 2021-11 Bid Title: Deckers Creek Trail Resurfacing Category: Engineering Status: Closed Description: Sealed Bids for the Rail Trail Paving Project, Bid Call 2021-11, will be received, by THE CITY OF MORGANTOWN, at the office of the FINANCE DIRECTOR in the City Municipal Building at 389 Spruce Street, Morgantown, WV 26505 until 3:00 P.M. local time on June 22, 2021, at which time the bids received will be publicly opened and read. The Project consists of the milling and paving of the rail trail from Hazel Ruby McQuain Park to Deckers Creek Blvd. and from Greenbag Road to the Pedestrian Bridge behind Kroger’s in Sabraton. A two-envelope system will be used. Each bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Bid Bond, Certification of Compliance, Power of Attorney, and all other necessary documents required on the Bid Opening Checklist. Envelope No. 2 must be a separate, sealed envelope marked "Bid Proposal" and must contain the completed and signed Bid Proposal. If the documents are not in order, the envelope containing the Bid Proposal will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.Both envelopes must have the following information in the lower left-hand corner.Name and address of Bidder, Bidder's WV Contractor's License Number, "Bid Call 2021- 11 Deckers Creek Trail Resurfacing", City of Morgantown, 389 Spruce Street, Morgantown, Monongalia County, West Virginia 26505. To be opened on June 2, 2021. The Issuing Office for the Bidding Documents is: City of Morgantown Engineering Department, 389 Spruce Street, 304-284-7412. You can review the full bid posting under the related documents section on this page.Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a non-refundable fee of $50.00 for each set. Checks for Bidding Documents shall be payable to “City of Morgantown.” Upon request and receipt of the document fee indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A MANDATORY pre-bid meeting will be held at the BOPARC Marilla Center office at 799 East Brockway Avenue, Morgantown, WV at 2:00 PM local time on May 20, 2021.A bidder may not modify or withdraw his/her Bid for a period of ninety (90) days after the date set for the opening bids. Bids s shall be accompanied by a Bid Bond or certified cashier’s check payable to the City of Morgantown in an amount equal to five percent (5%) of the base bid. All bidders must hold a current West Virginia contractor’s license on the date of the Bid Opening. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. Prospective bidders are advised that the contract awarded under this advertisement for bids is to be funded by a grant from the Federal Aid Highway Program of the Federal Highway Administration (FHWA). Neither the United States, nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract.Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and “FHWA 1273”, which prohibit discrimination in employment regarding race, creed, color, sex, national origin, or physical disability.Bidders shall also comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Work Hours Standards Act. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the Contract Documents. Special provisions will be made by the bidder to show what portions of the bid withing each division are supported by Minority Business Enterprise work.
