Description
The City of Bismarck is marketing as part of their due diligence process, in an effort to provide the most competitive and comprehensive coverage to their employees, as well as utilize public funds in the most responsible manner. The City is requesting bids to match their current plan design option in a self-funded capacity. Carriers should quote stop-loss provisions matching, as closely as possible, the current stop-loss policy. Please also provide the requested alternatives noted within the RFP documents.In partnership with Gallagher, the City will also be conducting a detailed market review of the carved-in PBM models, with the opportunity to carve-out if financially advantageous. The City will also be reviewing carved-out stop-loss vendors for competitiveness. Specific to the TPAs, please provide a quote for carved-in PBM and Stop-Loss as the primary quote, with options to carve-out the Stop-Loss and PBM if needed (including the additional fee you would charge for a carve-out of either component).Preference will be given to carriers that provide multi-year rate guarantees or caps for their administration and stop-loss. The City also requests implementation credits to cover run-out costs (if applicable) and additional fees associated with moving carriers/models (ie. communication initiatives, technology fees, etc.), and preference will be given to carriers who can accomodate these needs.
