Print Bid Number: 2025-009 Bid Title: Salt Marsh Ditch Remediation – Pilot Project Category: DPW Status: Open Description: The Town of Hampton, NH requests sealed written bid proposals from qualified Contractors to remediate ditches and restore areas of the marsh that involves a minimalist, noninvasive approach. The Town is seeking competitive bids for the first phase of a pilot ditch remediation project covering 14 acres of tidal wetland in the HSE. Ditch remediation work is proposed for up to five consecutive years; however, this bid covers only the first two years of treatment and all proposed runnel construction. A separate procurement process will be conducted for subsequent years of ditch remediation and adaptive management once the performance of the restoration methods is evaluated in Years 1 and 2. The tidal marshes within the Hampton-Seabrook Estuary (HSE) have been subjected to extensive historic ditching in efforts to drain the marsh to reduce mosquito breeding and allow for farming and development. Ditching can result in marsh settling (i.e., subsidence), drowning, and erosion. Loss of the marsh would increase flood vulnerability in the Town of Hampton and the surrounding area. The project specifies a process to remediate ditches and restore areas of the marsh that involves a minimalistic, noninvasive approach. High marsh vegetation, primarily saltmarsh hay ( Spartina patens ) is cut by the selected contractor and placed into selected ditches. The vegetation traps sediment, gradually filling the ditch and promoting marsh recovery. The goal is to reverse subsidence and increase accretion, helping the marsh platform keep pace with sea level rise. This project is being led by the Town of Hampton Department of Public Works (“The Town”). The project is funded by the National Fish and Wildlife Foundation, America the Beautiful Challenge and contracted through the New Hampshire Department of Environmental Services (NHDES). The restoration work is supported by a Project Team comprised of Town of Hampton, Project Engineer (SLR Consulting), NHDES Coastal Program, and University of New Hampshire Jackson Estuarine Laboratory. The Contractor will be obligated to comply with all applicable Federal, State, and Town laws and ordinances as they apply to this project (Attachment A).
