Title: Bids • Request for Qualifications: Water Utility Rate Study Update - Communications URL Source: http://www.bismarcknd.gov/Bids.aspx?bidID=1031 Markdown Content: [Sign up](https://www.bismarcknd.gov/list.aspx?Mode=Subscribe#bids) to receive a text message or email when new bids are added! **Bid Title:**Request for Qualifications: Water Utility Rate Study Update - Communications **Category:**Public Works **Status:**Closed Description: ## **Water Utility Rate Study Update Communications** The City of Bismarck requests written qualification proposals from communications consulting firms to complete the following: **Provide public relations strategy and support services for the Water Utility Rate Study Update Project.** The service expectations include but are not limited to the following: * Agility in reaction to timeline and schedule changes. * Facilitate internal and external stakeholder meetings before and after decisions. * Facilitate information for graphics and social media programs. * Facilitate internal and external interviews, press releases, and media requests. * Develop talking points and narratives for City Commissioners and staff. * Coordinate and collaborate communications with the rate study consultant. * Engage City ambassadors when communicating with the public by apprising employees of decisions that impact their work. The consultant selection process will be completed in accordance with established City of Bismarck procedures. Written proposals shall address the firm’s ability, specifically the project team’s ability and experience, to perform the necessary services in the allotted time. Submissions are limited to 20 pages and shall be submitted in a sealed envelope clearly marked “Rate Study Communications.” The primary consideration items will be, but are not limited to: 1. Technical Capabilities 2. Experience and Performance Records 3. Understanding of Project and Proposed Work Approach 4. Knowledge of Regulations and Local Conditions 5. Project Personnel Assignments and Qualifications 6. Ability to Respond in a Timely Manner The selection process will be based on an evaluation of the written proposals. A detailed scope of work will be developed, and the price will be negotiated with the successful firm.
