Description

This request for proposals (RFP) provides to those law firms interested in submitting proposals for the subject procurement (“Offerors”) sufficient information to enable them to prepare and submit proposals for the Governor’s Office of General Counsel’s consideration on behalf of the Commonwealth of Pennsylvania (“Commonwealth”) to satisfy a need for legal services related to Environmental Insurance Recovery related matters for the Pennsylvania Department of Environmental Protection (“DEP”).
This RFP is issued pursuant to Executive Order 2015-2 dated January 20, 2015, and in accordance with Section 518 of the Commonwealth Procurement Code, 62 P.S. § 518 and Part III Chapter 8 of the DGS Procurement Handbook.
DEP seeks to retain outside counsel to recover funds needed to remediate a contaminated industrial site in Pennsylvania. The funds DEP wants to recover would arise from claims to be asserted against a particular insurance company (and other insurance companies if relevant), pursuant to insurance policies issued to a prior owner/operator of the contaminated site. The former owner/operator is one of several parties responsible for the remediation. The engagement may include other general work as designated by the Chief Counsel of DEP or the Governor’s Office of General Counsel.
