This is a pre-solicitation notice in accordance with Federal Acquisition Regulation Subpart 5.1 – Presolicitation. This notice is not a request for quote, proposal, or invitation for bid, and as such, any additional information will not be available until the issuance of the solicitation. No award will be made from the pre-solicitation notice, nor will any proposals, quotes, or bids be accepted from this notice.

(4) Description.
(i) The Eastern Regional Research Center (ERRC), Wyndmoor, PA requires repairs to its Liquid Nitrogen Delivery System. Piping insulation servicing the filling station is compromised causing losses greatly reducing efficiency and increasing operational cost. Icing extending to walking surfaces creates a safety hazard. Icing caused by the failed insulation is freezing up the emergency shut-off control valves as well. The existing system similar to PermAlert Ultra-FS in comprised of two 7/8” copper pipes in steel containment insulated with poly-urethane foam and sealed to prevent corrosion. The work required includes provision and installation of approximately 170 linear feet of insulated cryogenic piping in kind with existing.
(ii) The proposed contract action shall consist of a comparative evaluation of quotations to award a firm fixed price contract with an anticipated award date of March 30, 2026. The evaluation will be based on demonstrated experience performing similar work.
(iii) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. Prospective offerors must request a copy of the solicitation by emailing osvaldo.rodriguez@usda.gov NLT March 10, 2026.
