STATEMENT OF WORK (SOW)
CDC Guinea Internet Service Provider (ISP) Requirement
C.1 Background and Need – The Centers for Disease Control and Prevention (CDC) Guinea requires internet connectivity to establish standard CDC information technology infrastructure for their country office of approximately 6 personnel at the US Embassy compound in Conakry, Guinea. CDC Guinea seeks a dedicated internet connection to serve as its primary data connection.
C.2 Project Objective – The intent of this SOW is to provide CDC Guinea with a dedicated fiber symmetrical internet data circuit which would allow access to CDC cloud-based services, tools, and resources such as Microsoft Office 365 suite of services, CDC Intranet, administrative systems, analytical data processing tools ,the Internet and remote technical access support from our CDC Headquarter (HQ) offices in the United States. This will improve productivity for CDC employees that need to work closely with CDC staff at the Embassy office, HQ staff, other government agencies, implementing partners and general internet research related to work operations.
C.3 Scope of Work – The selected contractor will conduct an appropriate number of comprehensive technical meetings and site surveys with the appropriate CDC Guinea IT Representative to develop a comprehensive, detailed, and budgeted cost analysis of delivering a turnkey solution that addresses each technical requirement in C.4 which directly meets the project objectives
C.4 Technical Requirements
This requirement will require a detailed site survey by potential vendors to provide a dedicated non-shared symmetrical internet data link over fiber that will terminate directly into CDC Guinea infrastructure located in the US Embassy office server room. Provide a detailed cost proposal for 20Mbs of fiber including redundancy, failover procedures, and customer support
- The proposal should include the initial contract startup cost for the base year and cost for the following
- First Option Year – Total Price
- Second Option Year – Total Price
- Third Option Year – Total Price
- NOTE: It is desired that each option year factor in cost reduction based on market bandwidth cost
- Provide 4 static public IP addresses for inter-office configuration of the ISP service to our headquarters office
- ISP would provide all necessary equipment for the establishment and functioning of the link as well as the connection of customer equipment via an Ethernet 10/100/1000Base T interface E and/or fiber. ISP Availability: "Always on"
- ISP connection shall NOT use Network Address Translation (NAT). ISP shall permit all IP protocols (including but not limited to UDP, TCP, and IPSEC) to transit without filters or proxies
- Unfiltered access to the Internet is required without any firewall blocking. ISP shall permit installation of customer VPN encryption devices on circuit
- ISP shall permit Ping and trace route traffic from network monitoring devices on designated public IP addresses
- Provide the CDC Representative with Tracerouting data showing the most reliable data path from CDC Guinea demark point to the US mainland
- Conduct site survey to determine demark point and server room termination point
- Provide a Service Level Agreement (SLA) to include service details and deliverables after award of contract. Include in the SLA a scheduled quarterly review of performance and adherence to the said SLA between both parties
- Provide a work plan outlining the steps to complete delivery of service
- NOTE: The United States government does not allow Huawei or ZTE (Chinese) networking equipment on its “internal” network. The vendor is reminded of this restriction and should not include any of these products
C.5 Reporting Schedule – The selected contractor shall report directly to the designated CDC Guinea IT representative for analysis of the proposal, clarifying the requirements of the SOW, equipment specifications and selection prior to installation. Throughout the duration of the project the contractor shall communicate on a regular basis with the designated representative about the status of the project, any projected delays or issues that might require changes or modifications.
Contractor performance criteria will be based on:

C.6 Furnished Property
The selected contractor shall communicate with the designated representative regarding any equipment that is specialized or needs to be provided by CDC Guinea if any. The representative will decide on the specifications, quantity, quality, and cost that is acceptable and coordinate the procurement and delivery of needed equipment
