1. Purpose of This Notice
This Sources Sought Notice is issued solely for market research and planning purposes to determine the availability and identify qualified contractors capable of providing solid waste removal, sharps disposal, and regulated medical waste management services for the Mid Atlantic Tribal Health Center (MATHC). And meet the definition of an “Indian Economic Enterprise” (HHSAR 326.601), and also/or sources that meet the small business size standards under the associated NAICS.
This is not a solicitation, request for quote (RFQ), or request for proposal (RFP). No contract will be awarded from this notice. Responses will assist the Government in determining the appropriate acquisition strategy, including potential set‑asides.
2. Background
The Mid Atlantic Tribal Health Center is a two‑story healthcare facility with over 25,000 square feet of clinical and administrative space. The facility requires recurring solid waste removal, sharps disposal, and regulated medical waste management services in compliance with all Federal, State, local, and tribal regulations.
3. NAICS Code & Size Standard
The anticipated NAICS code is:
- NAICS 562112 – Hazardous Waste Collection
Size Standard: $47.0M
4. Description of Required Services
The contractor shall provide all labor, supervision, equipment, materials, tools, transportation, permits, and supplies necessary to perform:
- Weekly solid waste removal using a contractor‑provided 8‑yard dumpster
- Monthly sharps and regulated medical waste pickup, including curbside sharps drop box waste
- Transportation and disposal in accordance with DOT, OSHA, EPA, and State requirements
- Documentation, manifesting, and recordkeeping for all regulated waste streams
- Provision of compliant containers, transport bins, and biohazard‑labeled equipment
5. Contractor Capability Statement Requirements
Interested parties shall submit a Capability Statement that includes, at minimum:
5.1 Company Information
- Company name
- UEI number
- CAGE code
- Business address
- Point of contact (name, phone, email)
- Business size/status (Small Business, 8(a), HUBZone, SDVOSB, WOSB, Indian Economic Enterprise, etc.)
5.2 Technical Capability
- Demonstrated experience performing solid waste, sharps, and regulated medical waste services
- Description of equipment, containers, and transport vehicles used
- Description of compliance with DOT, OSHA, EPA, and State medical waste regulations
- Copies or descriptions of required permits (e.g., Medical Waste Treatment Facility Permit)
5.3 Past Performance
- Up to three (3) recent and relevant contracts of similar scope
- Contract numbers, dollar values, periods of performance, and points of contact
5.4 Capacity
- Ability to meet weekly and monthly pickup schedules
- Ability to support emergency pickups
- Geographic service capability for Charles City, Virginia
