Print Bid Number: #20221-25 Bid Title: Livesay Lane Utility Improvements Category: Public Works Status: Closed Bid Recipient: MICHELLE BATHKE, FINANCE OFFICER Description: ADVERTISEMENT FOR BIDS CITY OF MITCHELL MITCHELL, SOUTH DAKOTA LIVESAY LANE UTILITY IMPROVEMENTS General Notice City of Mitchell (Owner) is requesting Bids for the construction of the following Project: Livesay Lane Utility Improvements 2021-25 SRF Proj. # C461129-12 Bids for the construction of the Project will be received at the City Finance Office located at 612 N Main, Mitchell, SD 57301 , until Wednesday, November 16, 2022, at 1:30 PM local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Installation of watermain, sanitary sewer, and storm sewer along Livesay Lane, grading and seeding of a detention pond located southeast of Livesay Lane Bids are requested for the following Contract: City of Mitchell/Livesay Lane Utility Improvements The Project has an expected completion date of October 31, 2023 . Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: http://cityofmitchell.org/Bids.aspx Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: City of Mitchell – Finance Officer 612 N Main Street, Mitchell, SD Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8am-5pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Additional Bidding Requirements Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138. The goal for Minority-Owned Business Enterprise (MBE) on this project is one percent (1%) and the goal for Woman-Owned Business Enterprise (WBE) on this project is four percent (4%). The goals and other requirements for bidders and contractors under this regulation which concerns utilization of disadvantaged/minority business enterprises are explained in the Contract Documents. NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL EMPLOYMENT OPPORTUNITY (EXECUTIVE ORDER 11246) Compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014 is required. A certification form is included with the bidding documents and must be included with the bid. Note that claims from suppliers that the American Iron and Steel provision does not apply to certain products based on International Trade Agreements exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. Bidders on this work will be required to comply with Title 40 CFR 35, Title 40 CFR 33, and Executive Order 12138. The goals and other requirements for bidders and contractors under this regulation which concerns utilization of disadvantaged/minority business enterprises are explained in the State Revolving Funds (SRF) General Conditions section of the Contract Documents. The Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications”. The low responsive bidder must assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment.
