Joseph Szczerba Police Academy Contract No. 2014-15 Sealed bids are invited by New Castle County Department of Special Services for construction of additions and alterations to Lt. Joseph Szczerba Police Academy by qualified and certified contractors including all labor, tools, materials and equipment necessary for the Additions and Alterations to Lt. Joseph Szczerba Police Academy in accordance with the Contract Drawings and Specifications The Work is located at 201 Kimberton Drive, Newark, Delaware 19713 Contractors proposing to submit a bid must acquire the Bid Package (Plans and Specifications) from the following source: 1) EI Associates Secure Webpage . To access the webpage, Bidders must register with EI Associates by submitting a Bidding Document Order Form, which can be requested by e-mailing . The Bid Package, in PDF electronic copy format, will be available for download at no cost from the secure webpage on or after February 28, 2014. Hard copy will not be available from the Architect. Contact Bonnie Sowers, Project Architect, at with any bidding-related questions. Questions shall be in a written format. Bidders will be responsible for acquiring all Addenda. The last date/time for Bidder questions to be submitted will be March 24, 2014 at 2:00 pm. Plans and Specifications are available for review by appointment on or after February 28, 2014 at the New Castle County Special Services, William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE 19720. Call first at telephone 302-395-5805. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m. on April 01, 2014, when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Additions and Alterations to Lt. Joseph Szczerba Police Academy, Contract 2014-15, Bid No. 14-1410”. Bids shall be accompanied by a Bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest responsible prequalified Bidder. The County reserves the right to reject any or all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTOR RESPONSIBLITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000.00 are required to complete and submit a signed original Contractor Responsibility Certification (CRC) form. The New Castle County Department of Special Services, Contracts Officer, must receive this executed from no later than the advertised deadline for bid submittals . Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. CRC forms submitted by facsimile will not be accepted. Bidders are encouraged to submit the CRC form in advance of the Bid. The certification must have original signatures. PREBID MEETING There will be a non-mandatory prebid meeting beginning at 9:00 a.m. on Monday, March 17, 2014 at the Lt. Joseph Szczerba Police Academy Building, 201 Kimberton Drive, Newark, DE 19713.
