The West Fargo Public Works Department, within the City of West Fargo, is requesting Quotes for a hydraulic breaker. Quotes will be received by the City of West Fargo Public Works Department for the purpose of evaluating costs. Upon completion of the evaluation by the selection committee an order may be placed. Sealed Quotes along with a Digital Copy on a flash drive, will be received by the West Fargo Front Desk at 800 4th Ave E West Fargo, ND 58078, for the purpose of evaluating costs and operating parameters on a hydraulic breaker. Upon completion of the evaluation by the selection committee an order may be placed. Quotes will be received until 2:00 PM on February 9th. CITY OF WEST FARGO RIGHTS The City reserves the right to cancel this RFQ in writing or postpone the date and time for submitting Quotes at any time prior to the proposal due date. The City by this RFQ does not promise to accept the lowest cost or any other proposal and specifically reserves the right to reject any or all quotes, to waive any formal Quote requirements, to investigate the qualifications and experience of any Vendor, to reject any provisions in any proposal, to modify RFQ contents, to obtain new quotes, to negotiate the requested services and contract terms with any Vendor, or to proceed to do the work otherwise. The City hereby notifies all Vendors that it will affirmatively insure that regarding any contract entered into, pursuant to this request, minority business enterprises will be afforded full opportunity, and are encouraged to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The City reserves the right to accept or reject all proposals that are in the best interest of the City. WARRANTY: Shall be stated in writing on the form provided. DELIVERY: Vendor must perform a complete pre-delivery service prior to delivery of equipment. All units are F.O.B., West Fargo Public Works. MANUALS: One (1) complete service manual, digital or printed One (1) complete parts manual, digital or printed One (1) operator’s manual. One (1) training video (if available) TRAINING: Upon delivery to end-user, Vendor will provide instruction to operators on proper operation and daily maintenance. BIDDER: There shall be $500,000.00 minimum of product Liability coverage by the manufacturer and minimum of $500,000.00 liability coverage by the product installers to protect the City of West Fargo. Certification shall be provided with a quote. Preference may be given to Vendor who has a local dealer with a reasonable amount of parts inventory. Requirements of this RFQ 1. Each bidder shall provide evidence of adherence to the specifications within this RFQ. 2. Any items not specifically noted or specified in this RFQ that is required in order to supply the equipment requested, shall be considered incidental. Bidders shall provide lump sum pricing on the bid form. 3. The bidder shall note any deviations from the specifications on the enclosed bid form. 4. Each bidder shall provide a warranty period for the equipment provided on the enclosed bid form. 5. The equipment shall be completely inspected and serviced by the bidder prior to delivery. 6. The bidder shall be given an estimated date for delivery. Acceptance of Bid The acceptance of the bids shall be based on the following criteria. 1. Cost 2. Adherence to the specifications 3. Warranty 4. Delivery date 1. Purpose of Request The City of West Fargo requests quotes from qualified vendors for (1) Hydraulic breaker to fit a Komatsu PC138 Excavator. 2.City of West Fargo’s Excavator PC138 Specification • 34,563 lb. Operating weight • 97.3 Horsepower • 64 gal/min or 3,553 psi maximum auxiliary flow • JIC 16 hydraulic couplers • 18,300 lb. bucket digging force • 65 mm Pins 3. Breaker Specifications YES NO 460 to 800 BPM. 24 – 40 GPM oil flow. 2,400 psi operating pressure. 2,500 LB working weight. Must be able to change tool. Must be able to replace bushings. Must have resealable hydraulic components. Includes Moil Point Tool. Includes hoses and couplers to connect to City excavator.
