Print Bid Number: 20240701 Bid Title: RFP for Haying - 80 & 90 Upper Main St. Category: Construction Bids Status: Closed Description: Solicitation of Bids for haying 80 & 90 Upper Main St., Essex, VT July 1, 2024 I.Overview The Town of Essex (“Town”) seeks qualifications and proposals for haying at 80 and 90 Upper Main Street (“Upper Main” or “Site”), two parcels that were recently acquired by the Town. Of the 32 acres, the Town estimates that 8 to 12 acres are suitable for haying. II.Background In November 2023, the Town acquired two adjacent, vacant parcels in the Essex Town Center (“ETC”) area. The purchase gives the Town a location where it can site future municipal facilities and support additional development in the ETC. The Town will spend the remainder of 2024 engaging residents on how and when to develop the site, and does not anticipate any development in the immediate future. A portion of the site is being used this summer as a staging area for nearby water line work on VT Route 15. In the meantime, the Town wants to keep the fields clear and maintained by haying. Although the land was not cut in 2023, it has been hayed once or twice every summer for many years. III.Project Description and Scope of Work The Town now wishes to move forward with having the property hayed. A first cut was completed in late June 2024, and the Town will make the site available for a second cut. Depending on the Town’s development timeline, the Town may extend the haying to 2025 with the chosen contractor. IV.Proposal Evaluation and Submission Requirements Anyone submitting proposals is expected to have experience with haying. All submissions shall include the following information: 1)Cover letter – A letter of interest and a summary of qualifications and experience. 2)Project Approach and schedule– Provide an explanation of the approach and when the haying would ideally take place. 3)Equipment – Provide a list of equipment that would be used for the haying. 4)Payment – Provide a proposed payment to the Town of Essex. Proposals could be based on acreage, number of bales, a flat fee, or other methods. 5)Proof of insurance – The selected provider will be expected to have insurance and/or to sign a Hold Harmless Agreement with the Town. 6)References – A minimum of two (2) professional references for whom similar work has been completed within the last five (5) years. 7)Optional – Any additional information that may be relevant. V.Schedule Proposals must be submitted by e-mail to the Town of Essex Manager’s Office (contact information below) by 4:30 p.m. on Wednesday, July 10. Expect a confirmation email following receipt of the proposal.
