Print Bid Number: 2022 - 033 Bid Title: Request for Qualifications: Historic Preservation Commission Communications Intern Category: Community Development Bids Status: Closed Description: Brookings Historic Preservation Commission Communications Intern for Fall 2022-Spring 2023 Develop and implement a sustainable Communications Plan for the Brookings Historic Preservation Commission (BHPC) to implement its Historic Preservation Plan. The plan shall include a reference list, resource list, and the plan shall enable the BHPC to utilize the following resources: Newspaper/Radio Social Media BHPC Websites In Person Information Sessions Other Resources as Identified By creating a reference of contacts, procedures, estimates, and content that the BHPC can maintain for ongoing communication needs to accomplish the following actions: Digitize pamphlet-information Publicize the tax credit/incentive programs Establish a best property of the month program to encourage property upkeep Communicate/showcasing of properties/projects/history Provide property owner/realtor/contractor/bank information This Communications Plan will support the goals of the Brooking Historic Preservation Plan Year 1 implementation plan: 1.1.1.C. Promote good stewardship principles among public and private property owners. 1.1.1.D. Promote Brookings' preservation successes, while learning from the shortfalls and documenting the losses. 1.1.1.E. Promote all properties and buildings within the historic districts as providing and promoting the livability of the neighborhood. 4.1.4.B. Assist property owners with tax credit certification. 5.2.4.C. Encourage landlords to keep their property maintained, painted, mowed and shoveled in order to help in the preservation of historic properties and historic districts. Funding Available: $3,150 (to be paid in six (6) monthly installments of $525) Please submit resumes to no later than 5 PM Wednesday, October 12, 2022. There is no guarantee that the City of Brookings will enter into a contract with individuals responding to this Request for Qualifications. Background and Overiew The Brookings Historic Preservation Commission administers historic preservation zoning, identifies and nominates properties to the National Register of Historic Places and produces educational material describing Brookings historic resources. The Brookings Historic Preservation Plan was most recently updated and adopted in 2021 and serves as a guide for the BHPC’s efforts to fulfill its mission in historic preservation in the City of Brookings. The plan can be found at https://cityofbrookings-sd.gov/613/Historic-Preservation-Plan . This activity has been (partially) financed with Federal funds from the National Park Service, Department of the Interior through the South Dakota State Historic Preservation Office. [However, the contents and opinions do not necessarily reflect the views or policies of the Department of the Interior, nor does the mention of trade names or commercial products constitute endorsement or recommendation by the Department of the Interior.] This program receives Federal financial assistance from the National Park Service. C. 20240. Review Process Reponses to this Request for Qualifications shall be submitted to Ryan Miller at no later than 5 PM Wednesday, October 12, 2022. A selection committee composed of members of the Brookings Historic Preservation Commission will review submissions and make a recommendation. Timeline The contract period will begin in the Fall of 2022 and end no later than Friday, April 28, 2023. October 12, 2022 – Deadline to respond to RFQ Mid-October – Selection made Late-October – Contract drafted November 1, 2022 – Contract period begins (tentative) April 28, 2023 – Contract period ends Deliverables The selected applicant will meet bi-weekly with the Brookings Historic Preservation Commission’s Communication Plan subcommittee as well as provide a monthly progress report. Additional progress reports presented at BHPC meetings will be determined in the contract.
