INSTRUCTIONS TO BIDDERS Bidders are requested to read the complete bid invitation carefully and submit their proposals in strict accordance with the requirements set forth. Any questions regarding this specification must be submitted in writing and be received by Chief Richards by 4 pm on April 17, 2024 . Clarifications, corrections and or changes shall be sent out via e-mail to all prospective bidders. Sealed Bids must be received by close of business on April 29, 2024. Bids will be opened April 30, 10 am. The purchaser reserves the right to reject any or all bids or accept any bid presented which meet or exceed these specifications and which the purchaser may deem shall be in the best interest of the Belfast Ambulance Department regardless or the amount proposed. The complete apparatus shall be manufactured within the continental United States. Vehicles manufactured outside of the Continental USA shall not be considered. No exceptions will be permitted to this section of the document. ESTABLISHED BUILDER Bids shall only be considered from companies that have an established reputation in ambulance construction and have been in continuous business for at least ten (10) years. A written chronological history of the bidder shall be included in the bid response package. Each bidder shall furnish satisfactory evidence of their ability to construct the ambulance specified and shall state the location of the factory where the apparatus is to be built. They shall also show that they are able to render prompt service and to furnish replacement parts for said apparatus including a complete parts stock for all work done. There shall be no exception to these requirements. Each bidder shall supply a customer reference list of at least five (5) New England Fire Departments that have received a type III ambulance in the past five (5) years. The customer reference list shall include department contact name, agency, phone number and type of ambulance purchased. INTENT OF SPECIFICATIONS It is the intent of these specifications to cover the furnishing and delivery to the Belfast Fire and Ambulance Department of a completed ambulance equipped as hereafter specified. With a view to obtaining the best results and the most acceptable ambulance for service in the Fire Department, these specifications cover only the general requirements as to the type of construction and test to which the vehicle must conform, together with certain details as to finish, equipment, and equipment with which the successful bidder must conform. Details of construction and materials, where not otherwise specified, are left to the discretion of the contractor, who shall be solely responsible for the design and construction of all non-specified features. The completed vehicle shall conform to the requirements of Ford Qualified Vehicle Modifiers Program, United States Department of Transportation KKK 1822-f standard ambulance design, and current Ambulance Manufacturers Division safety standards. When evaluating bids, operational safety of personnel, the patient and life cycle costs shall be major considerations. All evaluations shall exclude vehicles of a type the deviate from these specifications. The workmanship must be of the highest quality in its respective field. Special consideration shall be given to the following points: • Safety of the operator, patient, and those caring for the patient while stationary and moving. • Accessibility of the various components which require periodic maintenance or lube checks. • Ease of vehicle operation. • Visibility of the driver. • Features supplied that are beneficial to the intended operation of the completed ambulance. These specifications have not been established to preclude bidders. However, the purchaser does not intend to decide solely based upon the lowest price but intends to purchase an apparatus that meets the intentions, service, and needs of the Belfast Fire and Ambulance Department. DELIVERY DATE REQUIREMENTS Delivery date to the Belfast Fire and Ambulance Department will be prior to TBD. The manufacturer shall specify in their bid the number of calendar days after acceptance of the formal contract by the manufacturer that the completed vehicle shall be delivered to the purchaser. WARRANTY The bidder will include a comprehensive warranty and it will be considered against other bids. The bidder agrees to complete any warranty work at the Belfast Fire and Ambulance Department station or will supply a driver to transport the vehicle to the service center for the first two (2) years from delivery date. ROAD TEST FAILURE In the event the ambulance fails to meet the test requirements of these specifications on the first trials, second trials may be made at the option of the manufacturer within thirty (30) days of the first trials. Such trials shall be final and conclusive and failure to comply with changes as the purchaser may consider necessary to conform to any clause of the specifications within thirty (30) days after notice is given to the manufacturer of such changes, shall also be cause for rejection of the apparatus. Permission to keep or store the apparatus in any building owned or occupied by the purchaser, or its use by the Fire/Ambulance Department during the above specified period with permission of the manufacturer, shall not constitute acceptance BONDING REQUIREMENTS The bidder shall supply a bid bond in the amount of 10% of the proposed price. A 100% performance bond shall be furnished within thirty (30) days after contract approval and signing. The performance bond shall reference the warranty coverage and terms on the face of the bond. The bidder’s bonded warranty shall extend to the chassis manufacturer. This document shall be included in the bid response package. Bidders shall provide a separate warranty issued jointly and severally by, and signed by, their signed contract guaranteeing all terms and conditions of the warranty and names, as co-principals, the Bidder and chassis manufacturer. This warranty bond shall be issued for the contract amount and remain in force for a term consistent with the term of the warranty quoted in the bid. BID DOCUMENTS REQUIRED The bidder shall utilize the specifications checklist provided within this document in its bid. The bidder shall indicate the opposite of each item if they comply with that paragraph by checking “yes” or “no”. The bidder shall provide detailed information on the materials to be used to construct all parts of the apparatus. A bidder’s use of terms such as “intent” are considered vague and unacceptable responses and will disqualify the bid. Copies of the bid document electronically reproduced used as a response specification are grounds for immediate disqualification of the bidder’s submission. No exceptions will be permitted to this section of the document. The bidder shall submit two (2) copies of full-size engineered construction drawings with its bid. No bids will be considered without complete engineered construction drawings submitted with the bid. The drawings submitted must be specifically for the proposed apparatus and depict all major specified components. These drawings shall show the following minimum views: Front view; street side with proposed chassis; curbside with proposed chassis; rear view; top view with proposed chassis; patient compartment front, street side, curb side, rear, ceiling and floor layout from above. The drawings shall contain the dimensions for the overall length (in feet and inches), overall height (in feet and inches), wheelbase, angle or approach, angle of departure, overall width of the ambulance, and interior dimensions of cabinets. Submissions of “similar to” or “standard” drawings, or statements referencing submission of drawings after award of contract, will disqualify the bid. No exceptions will be permitted to this section of the document. Three-ring binders filled with vendor catalogs being supplied as maintenance and operation manual shall not be accepted under this bid.
