Print Bid Number: SECTION 00 11 19 Bid Title: Dryer and Advanced Thermal Treatment Facility project Dryer and Advanced Thermal Treatment (ATT) Equ Category: Public Works Status: Closed Bid Recipient: City of Montpelier, Department of Public Works Description: Online Proposals for the supply of the Montpelier Water Resource Recovery Facility (WRRF) Dryer and Advanced Thermal Treatment Facility project Dryer and Advanced Thermal Treatment (ATT) Equipment will be received by City of Montpelier (City) (hereinafter referred to as “City”), until 2:00 PM local time on July 26, 2024, at which time the Proposals received will be privately opened. The Proposal consists of equipment supply and related services to City’s Montpelier WRRF for the procurement of new dryer and ATT equipment and associated appurtenances. Technical specifications for the new equipment and associated appurtenances (Goods and Special Services) are included in this Request for Proposal, as well as other general sections (Division 01, et al.) that are referenced therein. The overall Project will consist of a new biosolids drying and ATT system in a new Dryer Building, including a separated electrical room. The Dryer Building will be an enclosed prefabricated metal building with access and overhead doors as required for system operations and maintenance. The electrical room will be an enclosed prefabricated metal building located within the Dryer Building. The project also includes modifications to secondary clarifiers, upgrades to existing odor control systems to manage odors at the headworks, blend tank, and dewatering building, a new return flows pump station, modifications to the plant heat loop system, relocation of the waste gas burner, supporting electrical, instrumentation, HVAC, and ancillary site work to complete all work. The biosolids dryer and ATT process Proposer will be preselected during the preliminary design stage of the overall Project and contracted to provide submittals used to progress with intermediate and final design of the Project using the selected Proposer’s equipment. The City reserves the right to reject any and all proposals at their sole discretion. An award, if made, will be made to the responsible proposer whose proposal is in the best interest of the City, taking into consideration the factors set forth in this Request for Proposals. The City may, as it deems necessary, conduct discussions or further negotiation with responsible Proposers determined to be reasonably susceptible of being selected for award for the purpose of clarification to assure full understanding of, and responsiveness to, solicitation requirements. If the City awards this job, it will make the award by Purchase Order. The City will execute a purchase order with the Proposer for submittal production and approvals. The City will assign responsibilities for the execution of a second Purchase Order to a future General Contractor. The General Contractor will assume responsibilities of the City for this Purchase Order, including but not limited to, start and completion of fabrication, receipt of delivered materials, and installation and commissioning of equipment as outlined in the Proposal Documents. The date that the Proposing Documents are transmitted by the Engineer will be considered the Bidder’s date of receipt of the Proposing Documents. Special Requirements: American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. Miscellaneous: The City reserves the right to reject any or all Proposals, to waive any technical defects, and to accept any Proposal that it may deem to be for the best interest of the City. City may hold all Proposals and they shall remain irrevocable for sixty (60) days after the proposal opening unless award is delayed due to the required approval of another government agency, the sale of bonds.
