PUBLIC NOTICE OF INVITATION FOR BIDS FOR Quail Creek Water Treatment Plant 90 mgd Expansionand Ozone Addition – Phase 3 The Washington County Water Conservancy District (WCWCD) is issuing an Invitation for Bids for Quail Creek Water Treatment Plant (QCWTP) 90 mgd Expansion and Ozone Addition – Phase 3 (Project). A copy of the Invitation for Bids is available at: www.wcwcd.gov/procurement/. Project details: This project is a 35-mgd expansion of the existing facility for a total net plant capacity of 90 mgd with a new 90-mgd ozone facility. Project location: 270 N 5300 W, Hurricane, UT (approximately 10 miles northeast of St. George, Utah) Scope of work:Modifications to the existing Flow Control Building for increased plant flows, addition of a new Ozone Facility with three ozone contactors, an ozone generation and feed system, a hydrogen peroxide storage and feed system, an onsite liquid oxygen (LOX) storage, and associated yard piping. The Project also includes addition of a new Dissolved Air Flotation over Filters (DAFF) Facility including a new pumped flash mix system, seven DAFF basins, DAF equipment, and associated yard piping. A structural enclosure over the DAFF basins is included as part of the Project base bid with an optional structural enclosure over the new flocculation area included as Bid Alternate F. The Project also includes addition of a new ultraviolet (UV) disinfection system consisting of three medium pressure UV reactors and associated new valves, piping, and analyzers as required in the existing UV building (Bid Alternate D). Work also includes modifications to the existing Bulk Chemical and Chemical Feed buildings for modifications to the existing onsite sodium hypochlorite generation system (Base Bid Item A), cationic polymer storage and feed improvements (Base Bid Item B), demolition of the existing powdered activated carbon (PAC) supersack feed system and potassium permanganate storage and feed system (Base Bid Item C), an expansion of the Bulk Chemical Building for a new onsite sodium hypochlorite generation system (Bid Alternate E), and a new anionic polymer storage and feed system in the Chemical Feed Building (Bid Alternate G). Work also includes a remodel of several areas in the existing Filter/Operations Building and civil site and yard piping improvements.
