Retrofitting of the existing storm water management basin and one outfall located on two separate private open space parcels off Clark Ridge Drive in the Fox Hollow Subdivision. Work will include erosion and sediment control measures, temporary bypass pumping, dewatering, stockpiling of existing soil, restoration of eroded spillway, construction of drop structure and step pools, stream restoration, wetlands creation, placement of concrete outlet structure, placement of concrete pipe and manholes, sealing of pipe penetrations, placement of rip rap, placement of topsoil and erosion control matting, landscaping, seeding, disposal of excess materials and overburden and removal of erosion control measures in accordance with the contract specifications and drawings. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m.Tuesday, September 16, 2014, when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Fox Hollow Basin and Drainage Channel Retrofit,” Contract No.: 2014-23, Bid No.: 15-1501. Plans and Specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749, on and after July 29, 2014 upon payment of $25.00 (non-refundable). Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject any and all bids and to waive minor irregularities. Bidders are required to submit all the Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. When required, the CRC form, if not already submitted, must be included with your submission. Any deviation from these instructions may result in rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services contract expected to exceed $100,000 are required to complete and submit a Contractor Responsibility Certification form. This form should be submitted as soon as possible but in all cases must be received no later than the advertised deadline for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. The form is available at www.nccde.org. PREQUALIFICATION New castle County will only accept bids from contractors prequalified with the County in the category ”B”, Site Work. Prequalification forms are available from the Special Services Contracts Officer in the William J. Conner Building, phone 302-395-5749. Prequalifications older than two (2) years must be updated. Prequalification applications/updates for this project must be received by the Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by August 13, 2014. PREBID MEETING There will be pre-bid meeting at 9:00 a.m. on Wednesday, August 06, 2014 in the General Meeting Room of the William J. Conner Building, 187-A Old Churchmans Rd., New Castle, DE.
