The Request for Qualifications (RFQ) must be submitted by email or in person to City Clerk Kerry Sull at or 104 East 5th Avenue, City Manager’s Office, Emporia, KS 66801 by noon Central Time on Monday, March 9, 2026. Questions pertaining to the Request for Qualifications (RFQ) should be directed to Mark Detter, Deputy City Manager, at 620-343-4253 or . The City of Emporia shall not be held responsible for any oral instructions. Any changes to this RFQ will be in the form of an addendum posted by the Deputy City Manager or City Clerk on the City of Emporia’s website “Bid Posting” webpage located at the web address: https://www.emporiaks.gov/bids&nbsp ; The City of Emporia reserves the right to reject any or all RFQs, to waive any informality or irregularity in any RFQ received, and to be the sole judge of the merits of the respective RFQs received. The Consultant will be selected on the basis of demonstrated competence and qualification for the type of services required, and thereafter the City of Emporia will negotiate the services agreement with what it deems as the most qualified Consultant. A pre-submittal conference for the RFQ will be held on Wednesday, February 25, 2026, at 2 PM in Evora Wheeler Conference Room (Room #1/AB), 516 Mechanic St., Emporia, KS 66801. If you are unable to attend the pre-submittal conference in person, themeeting will be available through a video live stream connection. A meeting invite will be provided to all applicants of record prior to the pre-submittal conference.
