Description
The Consumer Product Safety Commission (CPSC) announces its intention to issue a sole source award to BBG Aerosystems Inc– 7200 Hawkins Creamery RD Laytonsville, Maryland 20882 for testing off-highway vehicles including All-terrain Vehicles (ATVs), Recreational off highway vehicles (ROVs), and Off-highway vehicles (OHVs) including micromobility. The Consumer Product Safety Commission (CPSC) currently requires test areas (for testing all-terrain vehicles (ATV’s) and similar vehicles) and the training of its operators to be performed by the Consumer Product Safety Commission personnel or their designated trainers on-site at contractor test facility. The testing of OHVs shall primarily consist of multiple straight-line evaluations such as maximum speed, but should the need arise multi directional testing may be required within the same space. CPSC requires continuation of the existing service through a one-year BPA in order to continually and correctly conduct testing and training. BBG Aerosystems Inc is the only one responsible source available for this type of service therefore this requires a sole source award to BBG Aerosystems Inc.
CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) business days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at apatel@cpsc.gov by 12:00 PM Eastern Time March 18, 2026. No phone calls will be accepted.
