Cutouts shall be installed as needed to restore lateral connections blocked by the installation of the sectional liners. This work is located in the following subdivisions: Belvedere, Brandywood, Brookside Park, Cedar Heights, Cedar Pointe @ Wilton, Cooper Farms, Deacons Walk, Delaplane Manor, Dunlinden Acres, Gateway Farms, Georgian Terrace, Gordy Estates, Graylyn Crest, Hillside Heights, Hyde Park, Jefferson Farms, Kaimensi Gardens, Lancashire, McDaniel Crest, North Graylyn Crest, North Ridge, Northminster, Red Creek Acres, Robscott Manor, Rockwood Hills, Sedgley Farms, Sherwood Addition, Sherwood Forest, Windybush and Woodbrook. All work is within New Castle County located north of the Chesapeake and Delaware Canal. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until 2:00 p.m. Tuesday, July 22, 2014 when they will be opened and read publicly. Bid envelopes shall carry a clear notation “2009 DelDOT Coordinatiion Program, Countywide Sewer Rehabilitation CIPPL Sectional Liners,” Contract 2014-19, Bid #14-1419. Plans and specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749 on and after June 09, 2014 upon payment of $25.00 (non-refundable.) Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000. are required to complete and submit a Contractor Responsibility Certification form. This form should be submitted as soon as possible but in all cases must be received no later than the advertised deadline for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category “E(d)” Sanitary Sewers, Trenchless Sewer Rehabilitation. Prequalification forms are available from the Special Services Contracts Officer in the William J. Conner Building, telephone 302-395-5749. Prequalification applications/updates for this project must be received by the Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by 3:00 p.m. June 24, 2014. Prequalification envelopes shall be clearly labeled “2009 DelDOT Coordination Program – Countywide Sewer Rehabilitation CIPPL Sectional Liners, Contract No. 2014-19.” PRE-BID MEETING There will be a pre-bid meeting of interested bidders at 8:30 a.m. on June 17, 2014 in the General Meeting room of the William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE 19720. The meeting is not mandatory.
