Print Bid Title: CDBG Downtown Revitalization Project (2014) Category: Economic Development Status: Closed Bid Recipient: Office of the City Manager, Attn: Amanda Cushman, 131 Church Street, Belfast, Maine 04915-1796 Description: Project Name: CDBG DOWNTOWN REVITALIZATION PROJECT The City of Belfast will receive sealed bids for the CDBG DOWNTOWN REVITALIZATION PROJECT (2014) until 2:00 p.m. prevailing local time January 13, 2015 at the "Office of the City Manager, Attn: Amanda Cushman, 131 Church Street, Belfast Maine 04915-1796. Bid documents shall be in clearly marked sealed envelopes titled CDBG Downtown Revitalization Project (2014); all bids will be opened in City Hall and publicly read aloud. The project generally includes the installation of concrete sidewalks, driveway aprons, bituminous paving, brick pavers, granite curbing, detectable warning surfaces, street lighting, drainage improvements, pavement markings, maintenance of traffic, landscaping and all associated work required for a complete and operable project. Contractors and sub-contractors should note that this project is being funded in part by Community Development Block Grant (CDBG) funds, issued through the State of Maine. As such, the resulting contractor and subcontractors will be required to meet all additional requirements of the CDBG funds. The entire project shall be completed by September 30, 2015. Location: The Downtown CDBG Sidewalk Improvement Project is located along portions of Cross Street, Spring Street, Miller Street and Belfast Common. A copy of the Contract Documents for the work may be examined at the City of Belfast City Hall or Sebago Technics, 250 Goddard Rd., Suite B, Lewiston, Maine. A copy (PDF) of the contract documents may be obtained by downloading below under "Related Documents." Submit technical questions in writing or electronically to the attention of: Chris Branch P. E., 250 Goddard Rd., Suite B, Lewiston, ME, 04240 or e-mail: no later than 5 business days before the scheduled bid opening. To be considered a responsive Bidder, the Contractor shall have obtained at least one set of the Bid Documents. Bid Bond: A certified check or bank draft payable to the City of Belfast or a satisfactory Bid Bond executed by the Bidder and a Surety Company in the amount equal to five percent (5%) of the Bid shall be submitted with each bid. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the City of Belfast. Federal Requirements: This project is entirely or partially funded with CDBG funds through the State of Maine Department of Economic and Community Development Maine Decision Number ME130047. The Bidder's attention is called to the Federal Conditions, Federal Labor Standard Provisions and the Wage Rate Schedule appended to these Contract Documents. Should a discrepancy exist between the Supplemental Federal Conditions, Federal Labor Standard Provisions and the Wage Rate Schedule and the other sections of the Contract Documents, the Supplemental Federal Conditions, Federal Labor Standard Provisions and the Wage Rate Schedule shall apply. The bidder is required to submit with his bid proposal a Certification of Contractor Regarding Equal Employment Opportunity, a Certification of Contractor Regarding Segregated Facilities and an Affirmative Action Plan. The successful bidder must furnish within 10 calendar days after the Notice of Award the required number of copies of the signed Agreement, 100% Performance Bond, 100% Payment Bond and a complete list of sub-bidders and begin execution of this contract within 10 calendar days following the Notice to Proceed. Disclaimer: The City of Belfast reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the City of Belfast, to negotiate the contract Price with any Bidder, and to omit any item or items deemed advisable for the interest of the City of Belfast. Pre-Bid Conference: A pre-bid conference will be held on December 16, 2014 at 10:00 a.m. local prevailing time at the Belfast City Hall Council Chambers to present and review elements of the project.
