Description

Pre-solicitation for Commercial Services – Prepared in Accordance with FAR Part 12

The U.S. Department of Agriculture (USDA) intends to issue a BPA Call for Scholarly Communication Support Services. The intended sources are existing BPA holders under which multiple BPAs were awarded: 1232SA23A0006, 1232SA23A0007, and 1232SA23A0008.

A Request for Quote (RFQ) will be issued to these BPA holders. Award will be made to the vendor that provides the best value to the Government for these services.

Description of Services

USDA requires a Scholarly Communication Librarian to provide expert advice and operational support in the following areas:

  • Scholarly publishing
  • Research integrity
  • Copyright and licensing
  • Open access and public access to USDA-funded research

These services will advance USDA’s scientific integrity and gold-standard science requirements.

Scope of Work

The Contractor shall:

  1. Manage the NAL Trusted Journal List (TJL) program.
  2. Manage the selection process for journals to be included in AGRICOLA.
  3. Develop and deliver research integrity training for stakeholders.
  4. Report on the quality and impact of USDA research outputs.
  5. Document criteria, procedures, workflows, and decisions for the above program areas.
