Print Bid Number: Bid Call 2022-11 Bid Title: 8th Street and University Avenue Intersection Improvement Project Category: Construction Status: Closed Description: Sealed Bids for the construction of the project will be received by the City of Morgantown, at the office of the Finance Director in the City Municipal Building at 389 Spruce Street, Morgantown, WV 26505, until 2:00 P.M. local time on Wednesday, May 11, 2022, at which time the Bids received will be publicly opened and read. The Project consists of the reconfiguration of the intersection of 8th Street and University Avenue in Morgantown to improve the operation and safety of pedestrian traffic. Other improvements include the construction of curb, ADA compliant sidewalks, pedestrian crossing enhancements (RRFB), bus stop improvements, pavement markings, as well as storm sewer improvements. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. A two-envelope system will be used. Each Bid must be submitted in a sealed envelope (“Envelope No. 1”) which must contain: (a) the Bid Bond, (b) Certificate of Compliance, (c) Power of Attorney, (d) all other necessary documents as required on Bid Opening Checklist of these Contract Documents, and (e) a separate sealed envelope inside marked “Bid Proposal” (“Envelope No. 2”) containing the completed and signed Bid. Both envelopes must have the following information in the lower left hand corner: Name and address of Bidder, Bidder's WV Contractor's License Number, "Bid on Bid Call 2022-11, 8th Street and University Avenue Intersection Improvement", City of Morgantown, 389 Spruce Street, Morgantown, West Virginia 26505. To be opened at 2:00 P.M., May 11, 2022. Envelope No. 2 marked “Bid Proposal” shall consist solely of the completed and signed Bid Forms. In the event that Envelope No. 1 does not include all the items on the Bid Opening Requirement Checklist, then Envelope No. 2 containing the Bid Proposal shall be returned to the Bidder unopened. At that time, the Owner will declare the Bidder Non-responsive. The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, Inc. – 829 Fairmont Road, Suite 201, Morgantown, WV 26501. Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Thursday between the hours of 9:00 A.M. until 3:00 P.M. Bidding Documents also may be examined online at http://www.morgantownwv.gov/bids. Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available as portable document format (PDF) files. Upon request HRG will transmit the Bidding Documents via electronic delivery service. All bidders are required to register in person at the issuing office or via email to . The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A pre-bid conference will be held at 2:00 P.M. local time on Wednesday, April 27, 2022, at the Morgantown City Council Chambers, 389 Spruce Street, Morgantown, WV 26505. Attendance at the prebid conference is highly encouraged, but is not mandatory. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. The Bid Bond must be co-signed by a West Virginia agent. All questions about the meaning or intent of the Bidding Documents are to be sent in writing to Herbert, Rowland & Grubic, Inc. in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. All bids shall be irrevocable for 60 days after the bid opening date. Construction time limit is 60 calendar days for substantial completion and 30 calendar days immediately thereafter for final acceptance. Liquidated damages for each (or both) completion time is, $1,000.00 per day. Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color. All bidders must hold a current West Virginia contractor's license on the date of the Bid Opening. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The City of Morgantown reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the City of Morgantown, and to reject any or all proposals.
