Print Bid Title: Housing Affordability Market Analysis Category: Miscellaneous Status: Closed Description: The City of Morgantown is seeking qualified individuals and firms to conduct a housing affordability market analysis to identify supply and demand gaps across all income levels including the broad spectrum of workforce housing. This project will include a process to determine the current and future housing needs in Morgantown, West Virginia and surrounding area. In particular, this will involve understanding what housing types and what housing price points are unmet and undermet currently and in the future. The City is aware housing affordability options are limited and do not appear to align with the needs of all residents. These conditions are common in university communities where private market student housing influences location, price points, access, etc. However, there appears to be new drivers shaping local housing market circumstances that should be explored to understand, plan for, and implement strategies, where appropriate, to meet the housing affordability needs of all residents of Morgantown. Neighborhood housing stabilization will also be evaluated as a part of this project. This project is anticipated to take one year at most. One (1) original unbound and two (2) copies bound of the proposal must be submitted. In addition, one electronic version of the proposal must be included in Adobe Acrobat (.pdf) format written to a USB flash drive. The electronic version of the proposal must be an exact copy of the original hard copy proposal. Proposals shall be limited to no more than 26 pages, inclusive of the cover page. Failure to submit in the manner prescribed may cause the proposal to be rejected. Submissions and other required documents must be enclosed in a sealed opaque envelope or container that is identified as “City of Morgantown Housing Affordability Market Analysis” and this Request for Proposals (RFP) due date. This shall be delivered to Paul J. Brake, City Manager, Morgantown City Hall, Room 15, 389 Spruce St, Morgantown, WV 26505 no later than 2 p.m., prevailing time, on Wednesday, October 09, 2019.
