The project involves installation of a new manhole bypass line, 47 linear feet of 24-inch diameter pipe, 54 linear feet of 30-inch diameter pipe, and 47 linear feet of 36-inch diameter pipe, rebuilding if three (3) existing manholes, abandonment of three (3) manholes and 178 linear feet of 24 to 36-inch pipe, and the demolition of an old meter station building. The work covers manholes in an off-road location in accordance with the contract specifications and drawings. The work is located in the White Clay Sewer Basin, southwest of the City of Newark. The site is south of State Route 273 and north of State Route 4 at a park located just south of the intersection of Marrows Road and Chaucer Drive. The project borders Cool Run to the south. Sealed bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00pm June 17, 2014 when they will be opened and read publicly. Sealed bid envelopes shall carry a clear notation “White Clay Interceptor sanitary Sewer Realignment – Brookside Meter Station Area,” Contract No.: 2014-17, Bid #14-1417. Plans and Specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749, on and after May 02, 2014 upon payment of $25.00 (non-refundable). Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category E(b), Sanitary Sewers, Interceptor Sewers. Prequalification forms are available from the Special Services Contracts Officer in the William J. Conner Building, phone 302-395-5749. Prequalification applications/updates must be received by the Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by May 20, 2014. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000. are required to complete and submit a Contractor Responsibility Certification form. This form should be submitted as soon as possible but in all cases must be received no layer than the advertised deadline for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award.
