At said time, said proposals will be publicly opened and read aloud at Council Chambers at City Hall of the City of Minot, North Dakota located at 515 2 nd Ave SW, Minot, ND 58701. Bids shall conform to and be responsive to the Contract Documents for the work. The Contract Documents will be available for viewing after August 11, 2017 at the following locations: Houston Engineering, Inc. Houston Engineering, Inc. City of Minot Public Works 18 3 RD Street SE Suite 100 1401 21 st Avenue North 1025 31 st St SE Minot, ND 58701-3700 Fargo, ND 58102 Minot, ND 58701 Telephone (701) 852-7931 Telephone (701) 237-5065 Telephone (701) 857-4140 City of Minot Project 3135.2C consists of completing the following work: Mobilization 270 EA – Tree Removal 8,150 CY – Exploration Trench 6,500 CY – Excavation (Including Levee Removal, Slope Grading, and River Sediment Removal) 7,200 CY – Levee Fill 3,100 TON – Install B2 Riprap Bedding 5,750 TON – Install Riprap (Includes NDDOT Class I and NDDOT Class II Riprap) 240 LF – Concrete Curb and Gutter Traffic Control Copies of plans and specifications may be obtained following receipt of payment of $100.00 per set, non-refundable , or a CD may be obtained with the documents in electronic (pdf) format following receipt of payment of $25 per set, nonrefundable , from the following: Houston Engineering, Inc. 18 3 rd Street SE Suite 100 Minot, ND 58701-3700 Complete digital project bidding documents, the Advertisement for Bids, Planholders List, Addenda, and Bid Results will be available for download for $25 from the Bid Info page at www.houstoneng.com . Each bid shall be submitted on a form furnished as part of the contract documents and must be accompanied by a separate envelope containing a Bidder’s Bond with Acknowledgement of Surety in an amount not less than 5% of the full amount of the bid made payable to the order of or for the benefit of the City of Minot, North Dakota. The bid bond shall be executed by the bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal’s Bid be accepted and the contract awarded to the principal, within ten (10) days after Notice of Award, the Principal shall execute a contract in accordance with the terms of the bid and contractor’s performance and payment bonds as required by law and the regulations and determinations of the City of Minot . A bid submitted without this information properly enclosed in the bid bond envelope shall not be read nor considered and the envelope shall be resealed and bid returned to the bidder immediately. Each bid shall be sealed and delivered to the City of Minot at the location designated in this notice for the opening of proposals at or before the time in this notice provided. All Bidders shall hold a valid North Dakota Contractor’s license of the proper class and shall enclose a copy of the license or Certificate of Renewal of the license in the same envelope as the Bidder’s Bond. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. Substantial Completion for all Work in Roosevelt Park shall be November 1, 2017 . Substantial Completion for all remaining Work shall be September 1, 2018 . Final Completion shall be October 1, 2018 . The City of Minot will award the contract to the lowest responsive and responsible Bidder(s). The City of Minot reserves the right to reject any and all bids, and to waive any and all irregularities in any bid.
