Print Bid Title: Single Stream Recycling Events 2022-2023 Category: Miscellaneous Status: Closed Description: INTRODUCTION The City of Morgantown is seeking quotes from recycling providers to provide twelve (12) single stream recycling drop-off weekend events to Morgantown area residents. The single stream recycling drop-off events will provide greater access to residents that don’t have curbside recycling. Expanding recycling services with weekend drop-off events is estimated to divert 1000 tons of materials from the landfill. Through funding provided by a WV DEP’s REAP grant, Morgantown will work with the selected recycling provider to host twelve (12) recycling events. SPECIFICATIONS TO PROVIDE SINGLE STREAM RECYCLING SERVICE ON SITE collection of single stream recycling that mirrors the current City of Morgantown’s acceptable recyclables list updated by Recycle Right Morgantown in 2020 (Exhibit A). For twelve (12) events to occur between April 1, 2022 – February 5, 2023 on a weekend day. Hours: 10:00 a.m. to 2:00 p.m. Provide at least one 20-yard container (or equivalent) and driver to transport recycling to the Mountaineer Transfer Station or provider’s recycling facility. Container may be dropped off at event location prior to event date and picked up on the next business day following each event. Approval of drop-off times/dates must be approved at least one week in advance. If the container is picked up on the next business day, the container must be picked up before 6:30 am to not impede any regular business in the event location. Provide necessary personnel and equipment, and transportation cost. Provide the name of the materials recovery facility where single stream recycling will be sorted and baled. Provide tonnage of recyclables for each event within 7 days after event. All mileage and fuel charges or any miscellaneous charges must be included in your flat rate. A copy of your standard Memorandum of Understanding Agreement is required to be submitted with the quote documents. BID ALTERNATE Provide a fixed cost of additional containers if it is determined that more containers are required during single-stream recycling events. INSURANCE REQUIREMENTS Workers Compensation Insurance Contractor shall provide worker’s compensation coverage for all Contractor’s employees. Written proof that Contractor’s workers compensation premiums are current is required to be submitted by successful bidder. Liability Insurance – Contractor Contractor is to provide liability coverage for all vehicles and equipment of Contractor with total limits of one million dollars ($1,000,000.00) per occurrence with the City of Morgantown named as additional insured. Prior to commencement of each event, proof of a minimum one million dollars ($1,000,000.00) per occurrence, commercial general liability insurance policy is to be submitted by the successful Vendor. ADDITIONAL REQUIREMENTS Successful Vendor must submit or have a file with the City of Morgantown a completed Vendor Registration and Disclosure Statement, “Purchasing Affidavit” and IRS Form W-9 prior to execution of a contract. Real Estate and Personal Property Taxes: No quote will be accepted on any City contract if the vendor is listed on the last published list of delinquent personal property taxes in the City of Morgantown; however, the City of Morgantown will accept quotes by vendors who provide satisfactory proof of payment of current taxes or certification from the Finance Department that no taxes are due prior to submission of said quote. This quote does not commit the City of Morgantown to award a contract, to defray any costs incurred in the preparation of a quote pursuant to this Quote, or to procure or contract for work. No payment of any kind will be provided to a Vendor for responding to this Quote. The City is not bound to select any of the Vendors submitting quotes, and may, at its discretion, waive any irregularities in Quotes and their submittal. The City reserves the right to reject any or all quotes, and to reissue the RFQ in part or in its entirety. The City reserves the right to cancel or modify, for any or no reason, in part or in its entirety, this Quote including, but not limited to, selection schedule, submittal date, and submittal requirements, without prior notice. Original version of the quote must be signed by an authorized individual to bind the firm and must be valid for at least 90 days.
