Description
Please note this solicitation is not ready to be issued as of the date of this notice. The Embassy of the United States in Singapore intends to issue a Request for Proposals (RFP) No. 19SN1026R0009 on the SAM.gov website when it is available.
The Department of State, U.S. Embassy Singapore, has a requirement for third-party motor vehicle liability insurance coverage and administrative services for U.S. Government-owned official vehicles located in Singapore.
The insurance coverage must comply with all applicable Singapore motor vehicle insurance laws and regulations, including requirement for third-party liability coverage.
The anticipated performance period is June 1, 2026 through May 31, 2027.
All responsible sources may submit a proposal, which will be considered.
The Government may award the contract without discussions based on the initial proposals received. The resultant contract will be a firm-fixed-price (FFP) contract.
The Government may hold a pre-proposal conference and the date for this conference will be in the solicitation document if one is held.
All contractors must be registered in the System for Award Management (SAM) Database https://sam.gov prior to submitting an offer pursuant to FAR 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submission of proposals.

Performance of this contract will take place in Singapore. Prospective offerors must possess all required local licenses, permits, and authorizations necessary to operate legally in Singapore. Contractors must comply with all applicable Singapore insurance, labor, safety, and tax regulations. This acquisition will include DOSAR clause 652.242-73 – Authorization and Performance (AUG 1999).

Prospective offerors must be able to licensed or authorized to provide motor vehicle insurance services in Singapore and must be registered by Monetary Authority of Singapore (MAS), as applicable.
Offerors must comply with all relevant requirements governing motor vehicle third-party liability insurance in Singapore.
