Print Bid Title: Request for Qualification Statements - Qualified Environmental Professional Services Category: Economic Development Status: Closed Description: CITY OF BELFAST, MAINE REQUEST FOR QUALIFICATION STATEMENTS QUALIFIED ENVIRONMENTAL PROFESSIONAL SERVICES FISCAL YEAR 2019 UNITED STATES ENVIRONMENTAL PROTECTION AGENCY BROWNFIELDS ASSESSMENT GRANT 1. PURPOSE OF THIS REQUEST In June of 2019, the City of Belfast was awarded a $299,994 Fiscal Year 2016 United States Environmental Protection Agency (EPA) Brownfields Assessment Grant (Community-Wide; $224,994 for Hazardous Substances; $75,000 for Petroleum). The City of Belfast will utilize this EPA Brownfields Assessment funding to continue to implement and improve its existing comprehensive community-wide Brownfields Assessment Program. Specifically, the City will use this funding to help pay to: maintain cooperative agreement-related files; expand/reconstitute its existing Brownfields Selection Committee; obtain qualified professional services; attend conferences, trainings, and workshops; create and submit requests for reimbursements; perform reporting; review site selection procedures; confirm commitments by local community partners; provide individual confidential responses to questions and/or concerns posed by residents, current property owners, prospective property purchasers, and/or prospective developers; update existing, and develop new, community outreach and engagement deliverables; update its existing inventory of potential brownfields; prepare for and perform Phase I and II Environmental Site Assessments; perform Analyses of Brownfields Cleanup Alternatives/Remedial Action Plans; create site reuse/redevelopment planning activity documents; and enroll brownfields into the Maine Department of Environmental Protection’s (MEDEP’s) Voluntary Response Action Program. Cooperative agreement funding will be used to cover the costs of activities at or in direct support of brownfield sites, as defined under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 §101(39). The City of Belfast now seeks a firm to serve as the Qualified Environmental Professional (QEP) for this new grant. This QEP will work with the Project Team (comprised of EPA personnel, MEDEP personnel, and functioning as the Project Manager, the City of Belfast’s Economic Development Director), as well as other personnel from the City of Belfast (specifically, the Belfast Government Television/Belfast Community Television Station Manager, the City Attorney, the City Manager, the City Planner, and the Director of Code and Planning), and members of the City’s already-established Brownfields Selection Committee, to carry out the specific activities of this grant. The period of performance for this grant is October 1, 2019 to September 30, 2022. This grant contains all financial resources to be used for this project. $174,000 out of the total grant amount of $299,994 is currently allocated for work to be done by the QEP. 2. SCOPE OF SERVICES REQUESTED The following is the scope of services that the firm chosen as the QEP will be requested to perform. Some of these services will be performed exclusively by the QEP, while others will be performed in conjunction with other individuals and/or entities: Task 1: Cooperative Agreement Oversight Activities Specific subtasks to be performed by the QEP (whether exclusively or in conjunction with other individuals and/or entities) under Task 1 include: 2.1.1: assisting the Brownfields Selection Committee and/or a working group (comprised of members of the Brownfields Selection Committee, and potentially EPA and MEDEP representatives) regarding the procurement of other, non-QEP professional services, such as Historians/Certified Archaeologists, and professionals to carry out site reuse/redevelopment planning activities; 2.1.2: preparing, reviewing, and submitting quarterly reports to the Assessment, Cleanup and Redevelopment Exchange System (ACRES); 2.1.3: preparing, reviewing, and submitting additional site information to ACRES; 2.1.4: preparing, reviewing, and submitting Minority-Owned Business Enterprises/Woman-Owned Business Enterprises forms; 2.1.5: preparing, reviewing, and submitting Standard Form-425 Federal Financial Reports; 2.1.6: preparing, reviewing, and submitting Final Report and Grant Closeout materials; and 2.1.7: assisting the Brownfields Selection Committee regarding their review of site selection procedures, including review of the site selection process, review of site selection criteria, and updating the site nomination form. Task 2: Community Outreach and Engagement Activities Specific subtasks to be performed by the QEP (whether exclusively or in conjunction with other individuals and/or entities) under Task 2 include: 2.2.1: providing individual confidential responses to questions and/or concerns posed by residents, current property owners, prospective property purchasers, and/or prospective developers; 2.2.2: updating existing community outreach and engagement deliverables, including frequently-asked questions, an informational brochure, participating in an interview on Belfast Community Television (local public access channel), reviewing information for a public service announcement on BEL-TV (local government channel), and reviewing information for a portion of the City of Belfast’s website; and 2.2.3: developing new community outreach and engagement deliverables, including hosting public informational meetings (at least 2), participating in informational meetings of real estate professionals, banking professionals, and/or other Brownfield-aligned groups (at least 2); reviewing information for news releases, reviewing information to be distributed in local community partners’ e-newsletters and e-mails, and reviewing information for City of Belfast’s and local community partners’ Facebook posts. Task 3: Inventory, Phase I Environmental Site Assessment, and Phase II Environmental Site Assessment Activities Specific subtasks to be performed by the QEP (whether exclusively or in conjunction with other individuals and/or entities) under Task 3 include: 2.3.1: updating the City’s existing inventory of potential Brownfields, including conducting windshield surveys, soliciting community members for potential Brownfields, researching records related to the community’s industrial history, and integrating the inventory into mapping tool(s) (such as geographic information systems); 2.3.2: preparing for Phase I Environmental Site Assessments (both for initial assessments and for assessment updates), including obtaining or confirming eligibility determinations from the EPA, obtaining or confirming petroleum eligibility determinations from the MEDEP, obtaining access agreements from current property owners, and assisting the Brownfields Selection Committee in reviewing and deciding upon site nomination forms; 2.3.3: conducting Phase I Environmental Site Assessment activities (both for initial assessments and for assessment updates), including performing the assessments, submitting draft assessment reports to the Project Team, receiving comments on the draft assessment reports from the Project Team, finalizing and submitting assessment reports, and discussing final assessment report findings and possible next steps with current property owners, prospective property purchasers, and/or prospective property developers; 2.3.4: preparing for Phase II Environmental Site Assessments (both for initial assessment and for additional warranted assessments), including assisting the Brownfields Selection Committee regarding reviewing and deciding upon requests from current property owners, prospective property purchasers, and/or prospective property developers to conduct assessments, submitting an EPA-approved Generic Quality Assurance Project Plans (QAPPs) with updated organizational charts, submitting draft Site-Specific Quality Assurance Project Plans (SSQAPPs) to Project Team for review and comments, receiving comments on draft SSQAPPs from the Project Team, obtaining approvals for SSQAPPs from EPA and MEDEP, finalizing and submitting SSQAPPs to EPA and MEDEP, consulting with EPA and the Maine Historic Preservation Commission regarding on-site activities adversely impacting historic properties and determining if Section 106 reviews are required, if required, undertaking Section 106 review process with EPA and the Maine Historic Preservation Commission to avoid, minimize, and/or mitigate adverse impacts, and memorializing Section 106 review through creation of a Memorandum of Agreement between EPA, the Maine Historic Preservation Commission, and the recipient of the assistance; and 2.3.5: conducting Phase II Environmental Site Assessment activities (both for initial assessments and for assessment updates), including performing the assessments, submitting draft assessment reports to the Project Team, receiving comments on the draft assessment reports from the Project Team, finalizing and submitting assessment reports, and discussing final assessment report findings and possible next steps with current property owners, prospective property purchasers, and/or prospective property developers. Task 4: Cleanup, Historic Preservation, and Site Reuse/Redevelopment Planning Activities 2.4.1: conducting Analysis of Brownfields Cleanup Alternatives (ABCAs)/Remedial Action Plan (RAP) activities, including assisting the Brownfields Selection Committee to review and decide upon requests from current property owners, prospective property purchasers, and/or prospective property developer
