Included in the work is the installation of 1,776 linear feet of 12” diameter sanitary sewer; 1,092 linear feet of 10” diameter sanitary sewer; thirteen 48” diameter manholes and all associated work as described in the specifications and on the plans. The work is located in the subdivision of Westminster, off Route 41, north of Ambleside Drive and along Coffee Run Creek to existing manhole #174-211 in Westgate Farms in New Castle County. The area of the project is shown on ADC Map of New Castle County, Map 6, Zone References K-6 and K-7. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until 2:00 p.m. Tuesday, March 03, 2015 when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Hyde Run Interceptor Sanitary Sewer Replacement, Section 7,” Contract 2014-04, Bid #15-1516. Plans and specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749 on and after January 22, 2015 upon payment of $50.00 (non-refundable.) Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject any and/or all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000. are required to complete and submit a signed original Contractor Responsibility Certification (CRC) form. This form should be submitted as soon as possible but in all cases must be received by the New Castle County Department of Special Services, Contracts Officer no later than the advertised deadline for bid submittals. Failure to submit the form by this time will result in the County’s inability to consider your bid for award. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category “E(c)”, Sanitary Sewers, Collector Sewers. Prequalification applications/updates for this project must be received by the Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by February 03, 2015. PREBID MEETING There will be a pre-bid meeting at 10:00 a.m. on January 26, 2015 in the General Meeting Room of the William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE 19720.
