Print Bid Title: CDBG Housing Assistance Grant Program Category: Economic Development Status: Closed Description: Developers Collaborative, a developer that is planning to construct new housing at the site of City of Belfast’s former public works facility at 115 Congress Street, is at the present time interested in seeking funding through the Community Development Block Grant (CDBG) Housing Assistance Grant Program. This program can award grants of up to $500,000 that can be used for the rehabilitation of occupied or vacant multi-family housing units and for the conversion of non-residential structures to multi-family housing, but which also can be used for paying for soft (non-construction) costs related to the construction of new housing for low- and moderate-income persons. The developer ultimately receiving the benefit of the grant must supply matching funds in at least a 5:1 ratio (for every grant dollar received, the entity must provide 20 cents of matching funds). If awarded, Developers Collaborative would use these funds to help pay for a portion of the soft costs (such as permits/fees, engineering services/surveys, architectural services, environmental reports, appraisals, and market studies) they would be incurring associated with their development at 115 Congress Street. Additionally, this grant would increase Developers Collaborative’s amount of below market capital for this project, which would have the double benefit of improving the project’s overall financials and increasing their score on their upcoming housing tax credit application to MaineHousing, where an allocation of tax credits is absolutely critical for the project to proceed. The City Council had previously authorized the submission of a letter of intent at their meeting of March 2nd, 2021. This letter of intent was accepted, and the City of Belfast was invited to submit a full application to this program, which is due this Friday, May 7th, 2021. The City of Belfast would expect to learn whether or not they had been selected for a grant during June of 2021, and the funds would likely be made available in July of 2021. As with many other CDBG programs, this one is expected to be quite competitive, as there is only a total of $1,500,000 (3 grants at the maximum amount) that will be available for this program in 2021. PUBLIC HEARING NOTICE THE CITY OF BELFAST The City of Belfast will hold a Public Hearing on Tuesday, May 4th, 2021, as part of its regularly scheduled City Council meeting, which begins at 6:30pm on that date, at Belfast City Hall, 131 Church Street, Belfast, Maine, to discuss an application being submitted to the State of Maine CDBG program for a Housing Assistance Grant. The purpose of the grant application is to provide funding to assist with non-construction costs for Developers Collaborative’s affordable housing development at 115 Congress Street in Belfast. Public comments will be solicited at this Hearing and will be submitted as part of the application. All persons wishing to make comments or ask questions about the grant application are invited to participate in this Public Hearing. Persons wishing to participate in this Public Hearing will be able to by means of Zoom’s webinar feature, accessed via a website link to the City Council Zoom meeting; this weblink can be found on the City of Belfast’s website at www.cityofbelfast.org in its News Flash module, in advance of the meeting. When it is time for a person to have their opportunity to speak, the host will accept them into the meeting. There is no registration requirement in order to utilize Zoom’s webinar feature. In addition, for those who may be experiencing technical difficulties, there will be a phone number listed next to the website link that persons who wish to participate in the Public Hearing can call. Persons will be able to participate in this Public Hearing via audio only.
