Description

1. Project Consultant Team Management, Coordination, & Permitting Assistance • Consultant team management • Coordination with CVWD • Coordinate with CVWD staff, WSC, hydrogeologic and engineering consultants, Santa Barbara County, USBR, and other regulatory agencies, as applicable, to support integrated environmental compliance, permitting, and project delivery. 2. CEQA Documentation and NEPA Support • Prepare an Initial Study (IS) and CEQA documentation. “CEQA Plus” coverage is likely required to meet federal funding requirements. o Develop a detailed project description in coordination with CVWD, WSC, and other project consultants. o Prepare and distribute the Notice of Intent (NOI) and support public review and comment processes. o Conduct and/or coordinate technical studies as required, including biological, cultural, and noise assessments. o Prepare Public Draft and Final CEQA documents, including responses to comments. o Prepare a Mitigation Monitoring and Reporting Program (MMRP). • Support federal environmental compliance under the National Environmental Policy Act (NEPA), for which the USBR will serve as the lead agency, as required for issuance of a federal Notice to Proceed under the WaterSMART Drought Resiliency Grant. o Assist CVWD and USBR with completion of the Environmental Review / NEPA form and preparation of supporting materials, including aerial mapping, site photographs, and relevant environmental data (e.g., air quality, water quality, or geotechnical information, as available). o Provide technical information, figures, memoranda, and coordination support necessary to facilitate USBR’s NEPA review, including participation in periodic coordination meetings with USBR’s NEPA team (anticipated every 4 to 6 weeks). o Coordinate CEQA and NEPA efforts, to the extent practicable, to support schedule efficiency and consistency between state and federal environmental reviews...
