Through a competitive process, the State of Wyoming, Department of Administration and Information, Employees Group Insurance, has entered into a contract with Segal to provide licensed benefits consulting and actuarial services focusing on insurance, and employee benefits. Segal will receive proposals for providing medical network and claims administration, disease management, pharmacy benefits management, dental network and claims administration, life insurance and accidental death and dismemberment (AD&D) insurance services. Proposal submissions will be received by Segal via e-mail submission for the State of Wyoming, Department of Administration and Information, (Agency) through the ProposalTech eRFP online bidding system. Proposals are due no later than March 18, 2026, 2:00 p.m. Mountain Time. A complete proposal must be submitted Online via Proposal Tech. Proposers may view an online training demo of the system and its functionality. This demo takes approximately nine (9) minutes and will greatly improve your understanding of the system's functionality. Please note that the entire RFP process will be conducted via the Internet, using the Proposal Tech application. Proposal specifications are contained in the electronic RFP (eRFP), which can be found at Proposal Tech's website ( www.proposaltech.com ). Login credentials are required for access to the eRFP and related specifications. Interested proposers will need to register for the eRFP at www.proposaltech.com/home/app.php/register. Once the registration process is completed, you will receive an invitation email with instructions on how to access the eRFP. You will need to login to the system using the username and password that are supplied to you in the invitation email. To access the eRFP, Proposers must first take the following actions: If you receive the Proposal Tech invitation email, you have been identified as a contact for the RFP. If you will not be a contact, please ensure that this communication is routed appropriately. This information may not have been sent to any other parties within your organization. The primary contact should access the website to initiate review and acceptance of the RFP. Primary contacts will be responsible for establishing permission to access the RFP for other individuals in their organizations. Multiple users from your organization may access the RFP simultaneously. Detailed instructions for the completion and submission of your proposal will be found in the eRFP. Proposal Tech will be available to assist you with technical aspects of utilizing the system.
