RFP OPD-2025-43: Family Support Services Announcement of a Request for Proposals (RFP) for Family Support Services: Update September 20, 2025: The anticipated tentative award notification date is being extended. OPWDD will notify all bidders once a new date is determined. OPWDD is re-issuing the Request for Proposals (RFP) for Family Support Services (FSS) with the intent to award several contracts for these services. OPWDD has identified $17.5 million ($3.5 million annually) in 100% NYS State funded resources available to reallocate to the FSS program. Proposals are being accepted for FSS funding to provide new or enhanced programs/services to OPWDD eligible individuals who live at home with their families. The emphasis of FSS Proposals should be to increase the variety and availability of services and supports to unserved/underserved individuals and their families towards satisfying their unmet needs and offsetting some of the challenges these families may experience. Within submitted proposals, OPWDD seeks providers to address specific priorities (Priority Needs). The RFP Scope of Work Program Requirements is separated into subsections describing those Priority Needs by Region. In the event that a Bidder is pursuing more than one Priority Need and/or in multiple regions, the Bidder must clearly identify these areas correlating to each Priority Need and submit a separate proposal (including all attachments in the Administrative Proposal and Technical Proposal packages, and the Budget Proposal attachment) for each proposed program and/or Region. Update June 20: The New York State Office for People With Developmental Disabilities (OPWDD) is issuing an addendum to the RFP cited above. "Budget Proposal Attachment 14" has been revised to correct formula errors. Bidders must submit and complete the revised Budget Proposal form labeled Version 2 below.
