Integrated Creative and Marketing Services at TSTC

Texas State Technical College (TSTC) is seeking proposals from qualified suppliers to provide Integrated Creative and Marketing Services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contracting structure. The purpose of this Request for Proposals (RFP) is to establish contracts with one or more suppliers capable of delivering specialized marketing, communications, creative, and digital services that support TSTC’s strategic objectives, including student recruitment, enrollment growth, brand development, digital experience enhancement, and stakeholder engagement. Services under this RFP are organized into ten Functional Service Areas. Suppliers may submit proposals for one, multiple, or all Functional Service Areas. TSTC may award contracts to multiple suppliers across the Functional Service Areas and may issue project-specific work assignments, task orders, or statements of work as institutional needs arise. The selected supplier(s) will work collaboratively with TSTC’s marketing and communications teams to provide strategic guidance, creative development, digital expertise, and campaign execution that supports the institution’s mission as a statewide technical higher education system.
