PURPOSE OF THIS REQUEST The Belfast Free Library was established in 1800, opened at its current location in 1888, and significantly renovated and expanded that historic 1888 facility in 2000 (see https://belfastlibrary.org/mission-and-history/ ). The library building is on the National Register of Historic Places in Maine and contributes to the character of the Belfast Historic District. The current heating and cooling system was installed during the expansion in 2000 and has had numerous repairs since then. For a variety of reasons, the HVAC system was not designed or installed according to the best practices of 2000. The system is inefficient, and it leaks. It needs replacement or a major upgrade to meet current standards and to meet the energy goals of the City of Belfast (Belfast Climate Crisis Committee, Climate Action Plan, Part 1 https://cityofbelfast.org/DocumentCenter/View/4019/Belfast-Climate-Action-Plan---Part-One?bidId =). 2. SCOPE OF SERVICES TO BE PERFORMED The following is the scope of services that the Building Energy/HVAC Consultant will be required to perform. The Consultant will examine, analyze, and create a report on the energy efficiency and sustainability of the Belfast Free Library, 106 High Street, Belfast, Maine 04915-6352 (hereinafter called the Library). The primary objective for this study is to improve the energy efficiency of the Library by: Reviewing the documentation of Library HVAC and building envelope. Reviewing historical energy consumption by the Library. Examining, testing, and evaluating current energy systems including: the Library HVAC, the building envelope, and the plaza snow-melt system. Creating a report including: A reasonable baseline in terms of energy consumption and cost for current performance of Library systems based on the historical data and current examination, testing, and evaluation. Recommendations for upgrades or replacements to the current Library heating and cooling systems (including ventilation) and the building envelope (including but not limited to insulation and window treatments). Recommendations on the use and improvement of the plaza snow-melt system. Recommendations on improving the Library lighting and electrical and water systems. The report should contain estimates of the probable cost of the recommended work, noting separately (a) the initial costs to implement the proposed improvements and (b) the estimated annual costs to maintain those improved systems. The report should include the relative priorities of the recommendations. a) The report should provide tiers of estimated reduction (quantified as estimated percentages) in energy consumption and operational cost reduction from the established baseline, and the financial payback of proposed upgrades. b) The tiers should begin at baseline optimization and continue through upgrades achieving progressively greater percentages of estimated reduction in energy consumption and operational cost. Priorities Because the available funding from the Belfast Free Library and the City of Belfast is limited, the goal of the Library and the City is to ensure the long-term preservation and viability of the Library and its services while improving Library energy efficiency and the level of comfort throughout the Library in the most cost-effective manner. The immediate concern of the Library is the replacement or upgrade of the heating and cooling system, and the consultant’s report should include, if possible, phased replacements or upgrades. If such phased work is not possible, the report should explain why. The report should also indicate the relative importance of the recommended work, noting which recommendations are priorities in terms of preservation of the building, including the potential impact of any recommendations on the Library’s status on the National Register of Historic Places in Maine, in case there is a potential impact for the Belfast Free Library and City of Belfast to consider in their decision making; and measurable cost-effective improvements to energy efficiency and reduced operating costs. 3. QUALIFICATIONS/PROPOSAL FORMAT AND EVALUATION FACTORS Interested individuals or firms will provide a cover letter and respond to each of the tasks and priorities listed above. Cover letter: the individual’s or firm’s qualification statement shall be preceded by a cover letter expressing the individual’s or firm’s interest in working with the Library and the City of Belfast. This letter should be signed by the individual or by an officer of the firm that is authorized to bind the individual or the firm to all statements made in the qualification statement and shall include the name, email address, and phone number of the individual or the person(s) to contact. [This evaluation factor is a threshold and will not be scored.] Experience and qualifications: the individual or firm will provide resumes or other sufficient descriptions of qualifications for all personnel anticipated to be involved to any significant degree in this project. Additionally, the individual or firm will provide a list of its recent (within the last five years) and current relevant projects. For each project, the individual or firm shall include the following information: project start and end dates; current status of the project; outputs, outcomes, and results from the project; services performed; and the name of the client and their contact information (for reference verification purposes). [This factor is worth 40% of the evaluation score.] Approach: the individual or firm will describe the approach to be taken to complete the services to be performed and will explain any proposed variations to the work program. [This factor is worth 40% of the evaluation score.] Cost: a lump sum cost for performing this work will be part of the proposal. [This factor is worth 20% of the evaluation score.] The final decision on proposals will be based on the above factors. 4. OPTIONAL WALK-THROUGH AND QUESTIONS REGARDING THIS REQUEST An optional but recommended walk-through of the Library to provide potential respondents an opportunity to observe the existing facilities and HVAC system will be held at 10:00am eastern time on Wednesday, May 25 th , 2022 at the Library entrance on High Street . No reservation for this walk-through is required. Any and all questions regarding this request must be emailed to by 4:00pm eastern time on Monday, May 30 th , 2022 to be answered. All questions submitted by this deadline will be answered and posted on the City’s website ( https://cityofbelfast.org/libraryenergy ) by 4:00pm eastern time on Friday, June 3 rd , 2022 . PLEASE NOTE: NO QUESTIONS WERE SUBMITTED BY THE DEADLINE OF 4:00 PM MAY 30TH, 2022. 5. SUBMISSION DEADLINE AND REQUIREMENTS Individuals or firms who wish to have their qualification statements considered must follow these submission requirements: The individual or firm will email their qualification statement and proposal to the following email address: . All submissions will become the property of the Belfast Free Library and no materials will be returned. The Belfast Free Library reserves the right to accept or reject any or all proposals, and further reserves the right to waive any defect or informality in any qualification statement, should it be in the best interest of the Library. The Belfast Free Library is not liable for any costs incurred in responding to this request. It is expressly understood and agreed that the submission of a qualification statement and proposal does not require or obligate the Belfast Free Library to pursue an agreement or contract with any firm or individual. 6. EVALUATION PROCESS Following the receipt of the qualification statements and proposals, a working group composed of members of the Belfast Free Library Trustees and the City of Belfast’s Energy Committee shall evaluate the statements and proposals and recommend an individual or firm to hire. This working group, at its discretion, may decide to conduct interviews of one or more individuals or firms prior to making a decision.
