The Department of Veterans Affairs, The Veterans Integrated Service Network 05 (VISN 05), has a procurement need for janitorial and supervisory janitorial services at all VISN 05 medical centers, stations 125 through 135, and Office of Emergency Management located in Martinsburg, WV. Market research was conducted, and the Network Contracting Office 05 (NCO 05) has a reasonable expectation that two or more Services Disable Veteran Owned Business (SDVOSB), with active General Services Administration s (GSA) contract, are capable of performing the work and likely to submit an offer/quote at a fair and reasonable price that offers best value to the Government. Therefore, a solicitation shall be posted to GSA eBUY as a total set-aside for SDVOSB participation in accordance with the Veterans First Contracting Program.
